The Central Bank sent recommendations to banks on the collection of biometric data of customers. The regulator urged individuals to inform individuals about exactly where their biometrics is being donated – to the Central Bank system or to the bank’s own system. This is a clear attack against Sberbank, because so far it is the only competitor of the regulator in this market.

To optimize the process of registering Russians in the Unified Biometric System, the Central Bank recommends that banks, first of all, at the beginning of each working day, check the equipment necessary for this, and also ensure the same data quality control as in the EBS, the regulator said in a letter .
- The Central Bank also recommended that banks clearly inform customers about exactly where their biometrics is rented - to the EBS or the bank's own system. Now Sberbank is developing a competitive platform in the Russian market, and in terms of growth rates it is many times ahead of the EBS. This is one of the points of contradiction between the state bank and the regulator.
- In parallel with the collection of biometrics, banks should search, update or register a client account in the Unified Identification and Authentication System (ESIA), the regulator points out. Banks can search for a client in the database not only by SNILS, but also by passport.
- The client must receive a notification that his data has been entered into the EBS. Banks must also inform the client that confirmation of registration in the ESIA will be sent to him by SMS and indicated in his profile on the public services portal.
- If banks can provide services remotely, they should inform customers about this on their website and mobile application.
- The deadline by which banks must take into account all the recommendations of the bank, except for audits, is March 15.

Context. By the end of last year, only 20% of banks were required to provide data collection in the EBS, and by the end of this year, the remaining market participants. An exception was made only for banks with a basic license, which complained about the high cost of equipment. They can connect to the EBS until the end of 2020.
