The linguistic examination did not find signs of a negative assessment “on the basis of gender, race, language, nationality, origin” in the inscription “Military criminal Pyuna V.V.”, attached to the scarecrow of Vladimir Putin, which was installed in Perm in November 2018. This was reported in the Telegram channel "Apology of Protest."
Thus, in the case there is no necessary qualifying attribute, since activists are suspected of hooliganism based on political hatred or enmity.
In January, Perm brought a criminal case of hooliganism on the activist of the local headquarters Alexei Navalny Alexander Shabarchin and two more people.
The criminal case was started under Part 2 of Art. 213 (hooliganism committed by a group of persons). According to Shabarchin, the case is associated with two shares. On December 30, congratulatory posters appeared in the city with a portrait of Vladimir Putin and the inscription “With a holiday ... In 2019, we will find pension reform, increase VAT, increase in gas prices, and the increase in housing and communal services tariffs”.
In November, in the center of Perm they tied a mannequin with a Putin’s mask in a prison robe. The inscriptions "Military criminal Pyuna V.V." were attached to him " and "liar." The police detained Shabarchin as the alleged author of the action, the leader of the Perm branch of the Libertarian Party Alexander Kotov and his 17-year-old friend who shot the mannequin on the video.
