A discussion on anti-extremist legislation was held in Irkutsk

Lawyer Dmitry Dmitriev spoke about regional peculiarities in his report application of extremist legislation and provided official statistics extremist crimes committed in the Irkutsk region.

Natalia Yudina spoke about the development of anti-extremist legislation in Russia since 2002 to 2017, provided visual and statistical data of the "Owl" on the dynamics of racist violence and vandalism in Russia from 2004 to 2017, as well as data from Sova and the Supreme Court on anti-extremist law enforcement during this period.

Alexander Verkhovsky spoke about the difficulties that arise in the application of anti-extremist legislation. He spoke about the changes in legislation adopted in 2018, including the decriminalization of Article 282 of the Criminal Code (inciting hatred or enmity, and equals humiliation of human dignity).

In addition, director center focused on proposals to change legislation, including prepared by the Presidential Human Rights Council, including amendments definitions of extremism, partial decriminalization of Parts 1 and 2 of Article 148 of the Criminal Code (insulting the feelings of believers), refusal to ban extremist materials, amendment of Art. 20.3 Administrative Code (propaganda or public demonstration of Nazi paraphernalia or symbols, or paraphernalia or symbols of extremist organizations), etc.
