Racism and xenophobia. Results of April 2019

In April 2019, the SOVA Center was aware of one the deceased and three victims of attacks motivated by hate - in St. Petersburg, Vladivostok, Kursk and Cherepovets. Since the beginning of the year, as a result of violence motivated national or ideological hatred, 2 people were killed and not beaten less than 11 people in eight regions of the country.

On the eve of Pesach, on the night of April 19, was set on fire the yeshiva "Torat Chaim" in the Ramensky district Moscow region, a swastika was painted on the outside. We also know about the drawn graffiti with a swastika on the Trinity Church in the Vladimir region. In total, we know about 4 cases of ideological motivated vandalism since the beginning of 2019.

In April, the topic became active again threats to anti-fascists from the far right. The social networks were published data about the antifa activist, including places where he visits and links on his social media pages.

Stay away from threats provocations and the pro-Kremlin group SERB, which published in its group in social network news that director Pavel Lungin made the film "Brotherhood", "defiling the memory of our heroic warriors who laid down their lives in Afghanistan." SERB urged to "strongly counter this madness on all of Russia”, recalling the disruption of the screening of the film “Holiday” in the “Memorial”. In addition, on April 8, 9 and 10, SERB activists staged provocations in Moscow and interfered members of the initiative group "Against Torture and Discrimination" headed by Lev Ponomarev to hold a series of single pickets in support of the defendants in the case "Networks" at the FSB building on Lubyanskaya Square and on Manezhnaya Square. April 8 police did not interfere with either the picket or insults from the provocateur SERB. On April 9, the police detained two picketers and SERB leader Gosh Tarasevich. On April 10, on Manezhnaya Square, provocateurs again shouted over and insulted the protesters, and they also stood next to the picketers with their posters.

Of the public actions of nationalists, it is worth noting the action protest, which 11 April held the Committee "Nation and Freedom" in Moscow near the building State Duma. The action was held on the day of consideration in the second reading draft law on the isolation of the Russian Internet. On April 20, the movement also held on this about single pickets near the Moscow Technical University of Communications and information.

April 13 in Moscow on Suvorovskaya Square nationalists participated in a rally on problems of urban planning, housing and communal services, illegal point buildings, the rights of self-government bodies. At a rally organized by the movement "Mossovet", gathered about 1000 people. The rally was attended by representatives movements "Civil Solidarity", "Ekonadzor", Communist Party of the Russian Federation, "Left Front", party Yabloko, Party of the Cause, Standing Conference National Patriotic Forces of Russia (PDS NPSR). Report from the scene in Elena Rokhlina led the PDS group of the NPSR, she posted photos of people with imperial flags.

In Arkhangelsk on April 7, nationalists took part in a rally and march against the construction of a landfill EcoTechnoPark Shies.

In April, we know only one sentence for racist violence. In Omsk, the regional court sentenced four participants far-right group: 23-year-old MMA fighter Nikita Fedonenko, a student third-year students Alexander Bezborodov, Regina Mikulicheva and Alexander Lanbin. Members of the group killed one person and carried out several attacks on people with a "non-Slavic appearance", beating them and demanding to leave the Russian Federation. In total, since the beginning of the year, 4 sentences have been handed down against 7 people for violent crimes in which the hate motive has been recognized by the courts.

For xenophobic statements in March, 7 sentences against 7 people in 5 regions of the country. Two judgments were handed down Art. 205.2 of the Criminal Code (justification of terrorism), five - under Article 280 of the Criminal Code (public calls for carrying out extremist activities). Sentences under Article 205.2 were issued in one case for calls to throw grenades at the windows of state bodies, in another - for calls to go to ISIS. Under Article 280, sentences were passed for calls to violence against immigrants from Central Asia and Jews. Since the beginning of the year, for racist and other anti-constitutional statements, at least 38 sentences were handed down, in which 42 people in 22 regions of the country.

In April, we are aware of three cases of cancellation earlier sentences passed under Art. 282 of the Criminal Code (inciting hatred) due to partial decriminalization this article. Including the sentence of the ex-leader of the far-right movement was canceled "Black Block" to Vladimir Ratnikov, who in March 2018 was found guilty of publishing neo-Nazi songs on the social network "VKontakte" and sentenced to 160 hours of compulsory work. In connection with the decriminalization at least three more cases were closed at the investigation stage.

Federal list of extremist materials for the month updated three times - on April 2, 15 and 22. Paragraphs 4869-4885 were added to it. The list was supplemented by far-right videos with xenophobic statements and calls for attacks on the natives of Central Asia and the Caucasus and on the Jews, speech Goebbels, another article by the publisher of the Radical Politics bulletin Boris Stomakhin, a video about painting the wall using the icon the book of the catacomb priest Roman Bychkov "Knights of the Apocalypse", esoteric books by Leonid Maslov, Islamic videos, including calls for jihad.

In April, the Federal List of Extremist Organizations under 73, a group of football fans "Autograd Crew" ("Autograd Crew", "Kamaz Ultras", "Blue White Crew"), recognized as extremist by the decision of Naberezhnye Chelny City Court of the Republic of Tatarstan February 6, 2019.

According to our data, at least 15 people were fined. under Art. 20.3 of the Code of Administrative Offenses (propaganda and public display of Nazi symbols and symbols of banned organizations). One prisoner of the colony was fined for a swastika tattoo, one person for a sticker with a Nazi symbol on glass cars, the rest - for the publication in the social network "VKontakte" of images from Nazi symbols or symbols of banned organizations.

SOVA Center is aware that 20 people were fined in April under Art. 20.29 Administrative Code (production and distribution of prohibited materials). It's about social media postings. networks of fragments neo-Nazi "White Primer", songs popular with ultra-right musical groups "PS7.62", "Kolovrat", "Sel'Mi", "Argentina", "Format 18", "Moscow skinheads"; 16th-century Islamic pamphlet "380 Major Sins" by Ibn Hajar al-Haytami, video Indian fundamentalist preacher Zakir Naik "If I am a Catholic, will I go to hell?". But what did the majority post? convicts, we, alas, do not know.

At least 10 people were fined under the new art. 20.3.1 of the Code of Administrative Offenses (incitement to national hatred), corresponding in composition to Part 1 of Art. 1 st. 282 of the Criminal Code, in different regions of Russia. Eight people were punished for publication on social networks of various materials that offend natives Caucasus, Central Asia and other "non-Slavs". One person was fined for publishing the symbols of the banned movement Russian National Unity (RNU) and calls for street racist violence. Two person - for putting up leaflets on houses.

Our data on criminal and administrative cases are given without taking into account the decisions of the courts, which we consider clearly unlawful. TO Unfortunately, quantitative data, especially in relation to the Code of Administrative Offenses, are significantly incomplete.
