Signals. Dozhd learned that State Duma deputies are ready to introduce a draft law on mitigation of punishment for possession of drugs that is not related to their sale before the end of the spring session. Channel sources claim that the “Golunov case” can speed up the adoption of changes to the “narcotic articles”. In fact, the Ministry of Internal Affairs itself proposed not to initiate criminal cases on drugs without the fact of their transfer back in March of this year. The department's bill , which prohibits the initiation of criminal cases under articles 228.1 and 228.4 on the sale of drugs, if the fact of their transfer is not proven, was published on the portal of draft regulations on March 22. The proposed changes were expected to come into effect in December 2019. The adoption of the bill will make it possible to exclude the facts of unconditional unjustified initiation of criminal cases in the absence of objective signs of drug trafficking, it was indicated in the explanatory note to the document.
