The activist from Plesetsk failed to be held accountable for the post about the "shameful regiment" of municipal deputies.
On July 15, 2019, Alexander Mironov, an activist from Plesetsk, announced the termination of the administrative case initiated against him under Part 9 of Art. 13.15 of the Code of Administrative Offenses (dissemination in information and telecommunication networks of deliberately unreliable socially significant information under the guise of reliable messages, which created a threat of causing a mass violation of public order and (or) public security). He learned about the termination of the case from a conversation with the prosecutor, while he did not receive a corresponding document from the police.
The case was initiated on May 27 at the request of the deputy of the municipal formation "Plesetskoye" from "United Russia" Mikhail Morozov. He complained about the publication of Mironov in the community "Pomorye is not a dump! / Plesetsk district" on the social network "VKontakte" dated April 18. The post was about the fact that the municipal deputies approved the report on the work of the head of Plesetsk Artem Ogoltsov, although the participants of the rally held the day before demanded that his work be recognized as unsatisfactory. The deputies who voted in support of Ogoltsov were included by the author of the publication in the "Shameful Regiment of the Plesetsk District."
The ruling on the initiation of an administrative case stated that Mironov spread false information that the deputies gave Ogoltsov the go-ahead " for further illegal actions that violate the constitutional rights of citizens ", and Mironov's publication created " a threat of mass violation of public order and (or) public safety in in the form of destabilization of the political situation on the territory of the municipality "Plesetskoye" of the Arkhangelsk region ".
Nevertheless, as follows from Mironov's conversation with the district police officer, the case was closed, since the publication did not actually lead to any violations of public safety. In addition, the post was deleted, and during the month-long administrative investigation of the police, it was not possible to establish its authorship and location.
Earlier under Art. At 13.15 of the Code of Administrative Offenses, they tried to attract an environmental activist from Arkhangelsk, Elena Kalinina, but the court returned her case to the police.
