The head of the relevant State Duma Committee criticized Klishas’s bill on e -mail users identification


The bill on the mandatory identification of e -mail users is an extra -court restriction of citizens' rights to the secret of personal correspondence, which guarantees the Russian Constitution. According to Interfax, this was stated by the chairman of the relevant Duma committee Leonid Levin.

Earlier, a bill was submitted to the State Duma to identify e -mail users by phone number and the obligation of mail services to limit the transfer of letters from the information banned in Russia within a day after receiving such a requirement from the authorities. The authors of the initiative are senators Andrei Klishas, ​​Alexander Bashkin, Lyudmila Bokova and Alexander Karlin.

Previously, a similar law was adopted on the identification of messengers users.

“The adoption of the bill will significantly reduce the number of false terrorist messages distributed through e -mail services, create legal conditions for bringing attackers to justice, reduce economic damage from such messages,” the explanatory note says.

Klishas and Bokova are co -authors of the Law on the isolation of Runet adopted in 2019. This law allows the authorities to isolate the Russian Internet segment and filter the incoming Internet traffic. The Ministry of Communications and Roskomnadzor has developed new requirements and rules for Internet providers, owners of cross-border communication lines, owners of technological communication networks, owners of numbers of autonomous systems and owners of traffic exchange points.

Also in Russia they will create a national domain names system and develop special rules for traffic routing. All Russian Internet providers will have to install technical means of counteract threats in their networks. With their help, the authorities will independently block all prohibited resources and control the compliance with new traffic routing rules, and the use of the national domain name system. For this, operators will be exempted from the obligation to block the prohibited resources themselves and from liability for any malfunctions caused by the work of these technical means.

In addition, the emergence of a register of traffic metabolism points is provided. All points that are not in the register will be prohibited. The points themselves will be banned by companies that do not comply with the rules.

The system of monitoring and management of a public communication network included in the Roskomnadzor radio frequency service will control this system. He will collect information from companies, maintain a register of traffic exchange points and, if necessary, adjust its routing. Companies will also be required to take part in regular exercises on which the system of control over the Russian Internet will be honed.

Interfax, citing a source, reported that more than 1.8 billion rubles for the execution of the bill have already been mortgaged in the federal budget of the Russian Federation for 2019–2021. Klishas stated that 20 billion rubles would be spent on its implementation.
