
The head of the CEC Ella Pamfilova met with opposition and independent candidates who were not allowed to elections to the Moscow City Duma. In particular, she promised that she would ask the Mosgorisbirk to allow representatives of the CEC to meetings, where they would consider their complaints, but stated that the law did not allow to register all the submitted documents. In addition, Pamfilova called on the opposition not to go out onto the streets, saying that rallies did not affect the decision of the CEC.
The Insider talked with some of the politicians who were at a meeting about what conclusions they made from the words of the head of the CEC.
We all came to a meeting with a single position. It is very simple: all independent candidates who collected signatures and were not registered must be registered. The federal law explicitly says that during the elections the principle of equality of candidates should be observed. In relation to pro -government candidates, the signature verification was clearly selective and took several times less time than checking the signatures of independent candidates, and this is an obvious bias of the commissions and an obvious violation of the law. And only on this basis they should register us.
My situation differs for the worse from other candidates. Most of the signatures were rejected from me on the basis of a replacement of the payment document. Someone put the document on payment of signatures dated later, because of this, almost 600 signatures were invalidated.
Pamfilova proved herself to be more open than Gorbunov. If Gorbunov says that all the actions of the commissions are legal, then from the side of Pamfilova there were some evaluative judgments that there were violations.
At the meeting, we were promised the presence of representatives of the Central Election Commission when considering our complaints in the Mosgorisburkom. My complaint will be considered on Wednesday, July 24. That is, some practical effect from meeting with Pampilova will be visible in my case tomorrow. We did everything to give the authorities the opportunity to correct our mistakes and register us with candidates. But now it is clear that the election commission deliberately delayed the consideration of complaints in order not to give us the opportunity to appeal the refusals in court.
If we are not registered, then we are waiting for everyone on Saturday, July 27, at two in the afternoon at the Moscow City Hall, where a citywide meeting of candidates with voters will be held.
To become a deputy for me is not an end in itself, otherwise I would have joined United Russia. It is important for us to ensure that citizens have the right to choose from our country. And for this we will use all legal methods.
The Central Electoral Commission may enter the game through statements or actions. If we talk about the procedures, then when we receive a refusal to the Moscow election commission, we apply to the Central Election Commission, and this commission is already making recommendations on which the decision should be made in favor of the candidate. This is exactly the case when our signatures were illegally rejected due to some slightest inaccuracies or by evil intent. For example, I had rejected 499 signatures, but we have already collected statements from more than half of these people who confirm their choice. This questions all the examinations.
Those events that took place on the pipe, naturally, create certain risks for the political system. I had the feeling that the CEC - at least Pamfilova herself - is constructive. I hope that decisions on certain points will really be made in favor of the candidates, as the head of the CEC promised, in this case we have a chance.
It seems to me that all that is happening now is a signal, first of all, to us civil society, and he demonstrates that for the first time we had a real political crisis. In fact, we are talking about the destruction of elections as an institute in two capitals, that is, it actually happens at the federal level.
If already well-known candidates who enjoy the support of Muscovites (and the rally showed that this is true), with powerful headquarters, cannot participate in the elections, and some unknown conditional boy or conditional girl passes for these elections, then the problem is not the fact that the authorities consider the second grade of a particular Gudkov, but in what they consider to be so all voters. And this is a key problem because Muscovites got angry. Now we are not talking about the protection of the mandates of opposition, but this is the protection of the electoral rights that the Constitution guarantees. The problem is that people do not want to be second -class citizens, we want to be citizens of the first and only variety in our country.
The only result of a meeting with Pampilova is an understanding that we need to go out onto the streets and defend our rights there because we are deprived of the elections. We were ready to honestly compete in the elections, present our programs, promote our ideas, putting forward a positive agenda. Let everyone be presented in the elections - United Russia, the Communist Party, parliamentary and non -parliamentary opposition. Do not deprive Muscovites of choice. Now we were left no other opportunity, this was done by Moscow mayor Sergei Sobyanin. Therefore, I will go out on Saturday at two in the afternoon to the Moscow City Hall and urge all Muscovites to go there.
