Administrative cases under Art. 20.3 Code of Administrative Offences. September 2019

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month.

On September 19, 2019, the Oktyabrsky District Court of the city of Belgorod arrested student Pavel Belaya for 12 days, who published a number of materials with Nazi and other prohibited symbols on the VKontakte social network. We are talking about pictures that contained images of Nazi uniforms, the flag of the Third Reich and the swastika, as well as the symbols of the "Ukrainian Insurgent Army" and the chevron of the Azov Battalion. The young man fully admitted his guilt. At the trial, he explained that he published the images several years ago, when he was still living in Ukraine. The court noted that since then it has not deleted the pictures with prohibited symbols, that they were published in the public domain, and Belyay had 96 "friends" and 13 subscribers on the VKontakte network who were not deprived of the right to use the available images.
On September 25, 2019, the Mikhailovsky District Court of the Ryazan Region fined a local resident for posting photos with a swastika on a social network. What exactly was in those photographs and in what context they were posted, unfortunately, was not reported.
On September 29, 2019, it became known that the Soviet District Court of Vladikavkaz in North Ossetia fined 24-year-old V. Kulaev 1,000 rubles for posting a video of “Khokhma” on his VKontakte page, in which a swastika flashed.
On September 27, 2019, it became known that the Novotroitsk City Court of the Orenburg Region fined a 19-year-old local resident of 1,000 rubles for publishing an image containing Nazi symbols on his page on the VKontakte social network. Details, unfortunately, were not reported.
On September 25, 2019, it became known that the Serdobsky City Court of the Penza Region fined a 39-year-old prisoner of the Medical Correctional Institution No. 6 (LIU-6 UFSIN) for 2 thousand rubles, who has tattoos with a swastika and symbols of SS units on his right shoulder. It is reported that the tattoos were seen by correctional officers and other prisoners, as he repeatedly appeared on the territory with a naked torso.
In September 2019, the Livny Court of the Oryol Region fined him 1,000 rubles. prisoner IK-2 UFSIN. A prisoner in a hostel showed off a tattoo with a swastika on his bare torso. At the trial, he stated that he thought it was a pagan Slavic symbol. The iconographic study of the materials was carried out by specialists from the Department of General History and Regional Studies of the Oryol State University. According to experts, "the image is a stylization of the image of a dynamic right-handed swastika, which was the official symbol of the NSDAN and was used in the symbols of various government agencies and public organizations of the Third Reich." In court, the prisoner apologized and promised to remove the tattoo upon release from prison.
On September 19, 2019, it became known that in the Trans-Baikal Territory, the Zheleznodorozhny District Court of Chita fined three people for 1,000 rubles: S. Magero, S. Moroz and V. Vairakh. The reason for bringing young people and girls to administrative responsibility was that on May 18, 2019, during the “Opening of the 2019 motorcycle season”, they drove into the city on a German motorcycle from World War II in the form of Wehrmacht soldiers with a copy of a German machine gun.
On September 16, 2019, it became known that the Oktyabrsky Court of the Ivanovo Region fined a resident of Ivanov for publicly publishing Nazi symbols on his VKontakte page.
On September 11, 2019, it became known that in the Vladimir region, two convicts were fined under Part 1 of Art. 20.3 of the Code of Administrative Offenses. The initiation of administrative cases is due to the fact that the men showed their tattoos with Nazi symbols to other prisoners.
On September 5, 2019, the Kuibyshevsky District Court of Samara fined a local resident who published photos on the Internet with a swastika and the emblem of the 3rd SS Panzer Division. Separately, the young man was convicted under Art. 20.29 of the Code of Administrative Offenses.
On September 3, 2019, it became known that in Buryatia, the Zheleznodorozhny District Court of Ulan-Ude fined Ivan Kulish for 1,000 rubles for posting some images with Nazi symbols on his VKontakte page. During the meeting, he insisted that he posted the images - "photographs of German knights, as well as several photographs with German paraphernalia on belts" - for research purposes without the purpose of propaganda. Unfortunately, we did not have the opportunity to read the mentioned posts, so we cannot assess the legality of this court decision.
