The court made the decision to arrest Zhdanov when he was already serving another administrative arrest for participating on July 27 in the campaign, which "created interference with transport and the work of life support objects." On August 11, when the term of the first arrest expired, Zhdanov was released, but again they were not sent to the special receiver. Thus, he did not leave eight days from his appointed deadline. On September 19, the bourgeois court decided that Zhdanov should leave these eight days, and he was again arrested.

On July 27, an inconsistent action was held in Moscow in support of unregistered candidates in the Moscow City Duma. On this day, the police detained more than a thousand people in the city center. Zhdanov moved to the Moscow City Duma in the 8th constituency, but he was refused registration. He disputed the refusal to the election committees and courts, but on August 13, the Supreme Court finally refused him to admit the elections.
