The first examination was appointed Roskomnadzor in November 2018. The audit was carried out by the FSUE "Main Radio Frequency Center". According to experts, the text of the Prokopyeva attack is considered "as the only possible solution to attract attention to problems in modern Russia." They also drew attention to the "orientation of the text to the formation of a positive attitude to terrorism."
In addition, they did not like that Prokopyeva indicates the non -compliance by the authorities of the “legitimate rights and freedoms of citizens”, connects the “cause of a terrorist act with the actions of law enforcement agencies” and compares the teenager with the people's volumes.
The second examination was ordered by the deputy chief of the Investigative Department of the IC for Pskov as part of a pre -investigation audit. The study was conducted by psychologist Viktor Kislyakov and linguist Alexei Ryzhenko from the Southern Expert Center. The psychologist pointed out that Prokopyeva was engaged in “imposition of concepts”, designating “terrorist and terrorist attacks that should cause neutral or positive associations among political active citizens critical in relation to power”.

They decided that the terrorist attack committed in Arkhangelsk does not cause the author of a negative attitude, indignation, "but" those who were addressed to this explosion were received by a negative assessment. "
The lawyer of the Prokopyeva Tumas Misakyan said that the conclusions of experts from the prosecution cannot be called scientific, they are based "on unrequailed assumptions and speculations." She indicated that the commission of the guild of expert linguists (Gladys) did not find linguistic signs of excuses of terrorism in the text of the journalist.

On September 20, Prokopieva was charged with public justification of terrorism (part 2 of article 205.2 of the Criminal Code) due to its transfer of the teenager’s self-break in the Office of the FSB Arkhangelsk.
The criminal case was opened in February. On December 11, 2018, Roskomnadzor issued warnings to the publication “Pskov News Tape” and the Echo of Moscow in Pskov radio station after the release of the author’s material “Repression for the state”. The journalist suggested that the attack committed by a 17-year-old teenager in Arkhangelsk could be provoked by the repressive actions of the political regime.
Employees of Roskomnadzor said her position forms a positive attitude towards terror. A case of justification of terrorism was initiated against Prokopieva.
In July, Prokopyev was included in the list of extremists and terrorists of Rosfinmonitoring, its accounts were blocked.
