Under the bill are signatures of representatives of all parliamentary factions. These are three United Russia (Vladimir Gutenev, Sergey Chindyaskin and Alexei Kanaev), LDPR representative Sergey Zhigarev, reference Oleg Nikolaev and communist Alexander Yushchenko. The document was made to the State Duma on July 18. Prior to this, Zhigarev made a similar initiative, but offered large fines for the commander companies-up to 1 million rubles. “Vedomosti” reported that the Ministry of Communications has developed an alternative bill, which was never submitted to the State Duma. Alexander Yushchenko told Medusa that the version of the bill adopted in the first reading was the result of discussing the document introduced by Sergey Zhigarev on the profile committee.
“Technologies are developing, and the legislative framework should follow them,” said Yushchenko. - The pre -installation of domestic software is in demand by citizens. Yushchenko called “State Services” as possible applications that can be predefined by law, but later made a reservation that this was only his assumption. According to the deputy, all states make certain requirements for manufacturers of equipment.
Two sources close to the leadership of the State Duma, however, said that the bill was put into parliament from the presidential administration - such documents were almost always signed by representatives of all factions. One of the interlocutors of Medusa noted that the deputies, who became the authors of the initiative, often signed under the necessary Kremlin and the government.
