The bill on the use of Nazi symbols was adopted in the second reading

The State Duma in the second reading adopted a bill that provides for the mitigation of the ban on displaying the symbols of banned organizations.

On November 12, 2019, the State Duma of the Russian Federation in the second reading approved the draft law "On Amendments to Article 6 of the Federal Law "On Perpetuating the Victory of the Soviet People in the Great Patriotic War of 1941-1945" and Article 1 of the Federal Law "On Counteracting Extremist Activity"" (previous title - "On Amendments to Certain Legislative Acts in Part of Improving the Legal Regulation of the Use of Nazi Symbols in Works of Science, Literature, and Art").

It is included in the package of Elena Yampolskaya ("United Russia"), along with a bill amending Art. 20.3 of the Code of Administrative Offenses (propaganda or public display of Nazi paraphernalia or symbols, or paraphernalia or symbols of extremist organizations, or other paraphernalia or symbols, the promotion or public display of which is prohibited by federal laws). Note that this proposal has not yet reached even the first reading.

We welcome the initiative to ease the total ban on the display of Nazi symbols, however, from our point of view, the "Yampolskaya package" will not solve all the problems that arise when this ban is applied.
