
Tajik and Uzbek languages appeared at the Sberbank ATMs: Sberbank went to meet the huge number of visiting citizens from former Soviet republics receiving money in Russia, but poorly speaking Russian. However, not only Sberbank took advantage of this situation. Foreign citizens who easily cross the border of Russia, but at the same time completely disenfranchised, do not have any social skills and connections here, either money, nor knowledge of laws, or even knowledge of the Russian language, with benefit for themselves has long been seen by the Russian police system. Member of the Moscow Public Supervisory Commission, Marina Litvinovich, tells how beaten and humiliated foreigners sit in a pre -trial detention center, often not understanding the meaning of the accusations.
The first thing that law enforcement officers came up with was to draw “sticks”, that is, use migrants to create good reports on the disclosure of crimes. Literally on a single template, crimes are staged that no one has committed, and criminal cases are being fabricated. All this is accompanied by the subsequent admission of guilt under torture and a very quick hit by foreign citizens into Moscow pre -trial detention centers. Where I, as a member of the public observation commission, find these people almost daily.
Here are a little statistics. In early November, one of the large Moscow pre -trial detention centers contained 687 people from Moscow and the Moscow Region, 931 people from the regions of Russia and 670 foreigners, mainly from the former Soviet republics - Kyrgyzstan, Uzbekistan, Tajikistan and others. And this is a rather typical picture for the Moscow pre -trial detention center: about a quarter of all sitting are citizens of the Asian republics. Moreover, most often they are “first -time”, that is, they go to prison for the first time. Very often they are charged with “heavy” articles - murders, violent actions, rape, robberies. They also, as a rule, do not speak Russian at all and almost do not understand. And they are very, very young.
Here is one of the many examples. In mid -November, in one of the pre -trial detention centers, we saw two foreigners recently delivered there. One small stature, a feeble, 23-year-old young guy was silent, and the other answered our questions. When asked whether the doctor needs, he pointed to his silent neighbor R. (all personal data are changed for the safety of the heroes) and said that he could not step on his leg and it hurts very much. But he himself cannot say anything, because he does not understand and does not speak Russian. We asked R. to show where the leg hurts. He lifted the leg from below, and we saw a swollen, blue-black leg. We asked him to take off his trousers, and the picture was even more terrible - the right leg from the knee to the fingertips was completely black and swollen. After asking to remove the T-shirt, we also found an impressive hematoma of blue-black on the forearm.
In general, in a month and a half, while I go to the pre -trial detention center and IVS of Moscow, I greatly improved my medical qualifications. Usually, entering the camera, we, as members of the PMC, ask about the conditions of detention, about whether medical care is needed, are there any questions or problems. I saw so many different symptoms of various diseases, so many different wounds, I heard an incredible number of complaints about different types of pain that all my medical knowledge came in handy at once. In many pre -trial detention centers, medical care is very bad, doctors do not want to, then do not have time to reach the prisoners and help them. Sometimes the right doctor is not in jail at all, and none of the employees want to spend strength on the doctor’s call from another insulator. Therefore, members of the PMCs who come to the cells and sincerely interested in whether help is needed, usually listen to a huge number of complaints and see the wounds that prisoners demonstrate in confirmation of the seriousness of their problems.
The problem with R. was that we found him in the “quarantine” of the pre -trial detention center a week after arrival. And no one at the arrival of his wounds, and the paramedic, who accepted R., probably just asked in Russian: there are complaints? But R. NO He understands Russian, so he said nothing. Therefore, no one wrote that R. arrived in a pre -trial detention center, and no one provided him with medical care. For a week! As a result, the battered leg of R. was bent. After the noise we raised, he was provided with medical assistance and transferred to the hospital for treatment. In the pre -trial detention center, they conducted an official audit and, as I was told, was punished by a paramedic who did not see R. R. to take the case, I convey greetings to this paramedic. By the way, he was already injured - on the day when we found in the quarantine of citizen R., the paramedic was seriously bitten by other prisoners who thus refused to provide him with medical care.
When R. returned from the hospital, we were again able to talk to him with the help of his cellmate and found out his story. Here, of course, it is necessary to make an important clarification that all the stories mentioned in this article are told from the words of the accused themselves. I do not have access to their criminal case and do not know all the details, so this may be true or not quite true. I can’t say with complete confidence that these people are innocent, but knowing how our law enforcement and judicial system works, I admit that everything was so. In general, read and judge for yourself. The story of R. from his words is as follows:
One evening in Moscow, R. sat on a bench and talked with a friend. Suddenly, a not very sober middle -aged woman approached them and asked where the nearest store was located. Friend R. began to explain exactly where, but the woman did not understand. In general, a good soul man R. volunteered to bring her to the store. They headed for the store together, a friend remained on a bench. While they were walking, the woman began to intensively hug the fierce R., then kiss, then carried him to the nearest bushes, where she rapidly unbuttoned his fly, continuing to keep him in tenacious arms, and then suddenly screamed loudly: “Help !!! They are raped !! Police!!!" And at the same moment, as in a fairy tale, from behind the bushes the police and DAC-Tsaraps of a citizen jumped out R. with an unbuttoned width into his arms ...
The police of citizen R. were accused of rape and forcibly sexual acts. Citizen R. does not speak and does not understand Russian, so everyone wrote papers in the police for him. And so that he plead guilty, brutally beat him, turning his leg into a blue-black something. Not only beaten, but also threatened with a gun. Such arguments in any language are clear. The court, too, did not understand for a long time and took R. into custody. Now he faces imprisonment for up to 10 years. And the police department is a “stick” for the disclosure of a terrible crime and the capture of a dangerous criminal.
Or here is another story. It was told by a citizen of Uzbekistan S., a young guy of 26 years old. For 10 years he has been living in Moscow and works at large Moscow construction sites. He also has an Uzbek foreman, so in Russian S. does not speak and does not understand well. S. is young, but not married, but love, of course, he wants. Especially after hard work at a construction site. And so I found S. an announcement on the Internet - “Rest with girls”, accumulated 5 thousand rubles, chose the most beautiful, called and went to her apartment. He came there, gave the money and only managed to withdraw trousers, as here - Tadam! The police burst into the apartment, the woman shouts: “Help! They are raped! ”, Police of the Tsap-Tsarap citizen S. and to prison. Citizen S. was given 12 years in colony, and the police again - the “stick” for the disclosed crime and capture of a dangerous criminal.
Walking around Moscow and looking at the luminous complexes "Fil-Grad" and the skyscrapers of the Moscow City, remember the smiling guy-uzbek S., who built these beautiful modern houses and who for a very long time for your taxes will be in the bestial conditions of the Russian colony.
A citizen of Uzbekistan D. has almost the same story. He also wanted to relax after a hard day with a girl for 5000 earned rubles. The police also took him directly from the apartment. Since D. does not particularly speak Russian, he was given a translator in court as he was suppressed. Only the translator was fucked up. This was found later, so at the meeting, where the case was considered on the merits, the family hired a normal translator. But it was too late. In the case, there were three victims of the girls: one was in the apartment, and the other two were “weighed” from somewhere. They did not recognize and said that it was not he who raped them, but it was not important to the investigation or the court - the girls were still left to the victims. A citizen of Uzbekistan was given for almost 9 years in a colony, and the police department congratulate the “sticks” received for “disclosed” cases.
And here is the story told by a citizen of Uzbekistan I. 21 years old. He worked as a crane operator in the construction of a very beautiful and prestigious residential complex in the west of Moscow. Once I. was sitting right inside the tap, lifted and lowered different cargoes, and then he called his not very close acquaintance and asked him to call Uber taxi for him, since he himself did not have an application. I. The man is kind and responsive, he called. But it turned out that the calling with a friend had rape, and I. was also accused of "a criminal group." The court did not take into account the data of Billing, which proved that I. was in a completely different place at the time of the crime, nor a certificate from the developer, that I. did not leave the construction and sat inside the tap ... I. threatens up to 15 years in prison. You will be in Ramenki, you will see new, like flying glass high -altitude towers - remember the young crane operator I. When he leaves the colony, children will already grow up in these beautiful houses.
An important detail is that in the colonies there is a very bad attitude towards people accused under Art. 131 and 132 of the Criminal Code - rape and violent actions of a sexual nature. Such people are “lowered”, that is, they are beaten, raped, deprived of all rights, forced to do the most black work. So, "receiving" from the police Art. 131 and 132 of the Criminal Code, people are doomed to hellish life, which sometimes ends with their death due to mockery in the colonies.
The reader may give the impression that in relation to foreigners from the CIS countries, things are fabricated mainly related to rape and violent actions. But this is not so. There are many other articles - thefts, fraud, articles related to drugs and others. All of them often appear as a result of the fact that CIS citizens do not speak Russian, do not understand what they are accused of and what is happening at all, do not have the opportunity to really defend themselves. Yes, police officers also catch real criminals, but in some departments, apparently, they simplify their task and create a sort of “factory factory” of criminal cases. We all know this well on the facts that have opened this summer in the case of Ivan Golunov. So far, the police only work for “sticks”, for beautiful reporting, such factories will uninterruptedly supply more and more new people to the Moscow pre -trial detention center.
