The President’s message to the Federal Assembly launched the transit of power. Who will Vladimir Putin become when he leaves the presidency? Prime Minister again? The head of the State Council? The leader of the nation or someone else? Political scientists Dmitry Oreshkin and Gleb Pavlovsky shared their considerations on this subject with the Polit.ru correspondent, Anya Goldman.

Dmitry Oreshkin, political scientist:

Vladimir Putin wants to be the Lord of one fifth of the world: at the end of the message, he called on five nuclear powers - regular members of the UN Security Council “to develop updated approaches to ensuring stability on the planet” - no more or less. Thus, he quite frankly declared the need to separate the spheres of influence.

In the days of the USSR, where Vladimir Putin came from, the world was divided in half - east and west, now the configuration is more complicated, and Putin wants to be the master of one of the spheres of influence - the one called Russia.

It also clearly follows from the message that the next transfer of power from Vladimir Putin to Vladimir Putin will again take place through the post of prime minister. The president proposed a number of constitutional short stories that expand the powers of the prime minister and increase his status. Now the prime minister will appoint all ministers and will be exempted from the constitutional obligation to coordinate candidates with the president. The President in the new edition of the Constitution is not going to endow it with any new powers.

From here I conclude that Vladimir Putin again thinks about the prime minister’s post and wants to make this position more powerful in advance. If you take into account the great political experience and style of Putin, I have no doubt that he will deploy new constitutional norms and uses in such a way as to strengthen his own premiere powers and weaken the powers of any president as much as possible - be it Medvedev, Zaitsev, Wolves, Lisitsyn or any other animals. In this case, Putin-prime minister will not have to face any unnecessary troubles when changing one president to another in the next elected cycle.

The main result of Putin’s message: what kind of Alustes (and/or crooks) are all those who said that Putin would leave in 2024. To remain a lifelong sole leader, having seized a whole country into property, having appropriated to himself and his friends its wealth - the only goal of Putin and his regime.

In today's speech, Putin did not give any indications of what position he would take when he leaves the president of the country. He did not specifically indicate who he sees himself after 2024. Is it possible that he will lead the State Council? Yes, in principle, this is not excluded.

The State Council was invented in the second half of the 1990s for Boris Nikolayevich Yeltsin, and in the 2000s the State Council-for lack of other developments-was embossed as a compensation for governors, who were deprived of real power in the Federation Council. However, do not flatter yourself and think that you can create new institutions of power by a simple decree.

The State Council is a kind of public chamber, that is, a state institution without state powers. Of course, it can be endowed with some powers, but this will not create a new institution of power and will not really unload the current exorbitant presidential power. This will only make the control system more confusing.

In Putin’s package decisions - such as the current proposals for amendments to the Constitution - there is always what PR people call “red backpack”. These points attract the attention of the public, they all discuss them violently, and then they can be quietly and painlessly removed. In fact, the proposals to make changes to the constitution, which no one exists already, it is just a stuffing media material.

Recently, the Russians have revived and began to offer new topics for public discussion, and now everyone will discuss the topic lowered from the Kremlin - an imaginary reform of the Constitution. This will ensure the proper intensity of passions for a long time - especially in the supreme establishment. Everyone will guess why this is necessary, and the authorities in such a simple way will regain leadership in determining the agenda for some time.
