The Ministry of Internal Affairs found no violations in Kadyrov’s words about murders for insult to honor

The Department of the Ministry of Internal Affairs for the Nizhny Novgorod Region found no signs of wrongdoing in the words of the head of Chechnya, Ramzan Kadyrov, about reprisals for insulting honor. Irina Slavina, editor-in-chief of the Nizhny Novgorod publication KozaPress, published the response of the police on Facebook.

The journalist asked to check Kadyrov's words in early November, shortly after she herself was fined 70,000 rubles under an administrative article on disrespect for the authorities because of an obscene pun. Slavina turned to the Prosecutor General's Office, where her appeal was sent to the Ministry of Internal Affairs.

The police said they found no violations in Kadyrov's words: "During the inspection, it was found that the appeal does not contain signs of a committed, ongoing or planned offense." Slavina told Znak.com that she would appeal the police response to the prosecutor's office in the Nizhny Novgorod region.

• In November 2019, the Grozny TV channel showed a story about a meeting between Kadyrov and the leadership of Chechnya. The meeting was conducted in Chechen. The BBC Russian Service drew attention to the fact that Kadyrov actually called for reprisals against Internet users for insults. “Those who violate the agreement between people, engage in gossip, strife, if we don’t stop them by killing, planting, scaring, nothing will work,” Kadyrov’s speech was translated.
• The Kremlin refused to verify Kadyrov's statement. The Human Rights Center "Memorial" and the Moscow Helsinki Group asked the head of the Investigative Committee Alexander Bastrykin to check. The response of the UK was not reported.
• The head of Chechnya himself said that his words about the reprisals are a turn of speech that should not be taken literally. A spokesman for Kadyrov accused the BBC Russian Service of not knowing the Chechen language. Meduza asked a native Chechen speaker to anonymously translate Kadyrov's entire speech, and his translation of the words about the murders matched that of the BBC Russian Service.
