
The Ministry of Justice introduced toughened punishments for violators of traffic rules to the draft new Code of Administrative Offenses. The innovations should earn from January 1, 2021.
According to amendments, the driver may be deprived for the first time for up to one and a half years if he had previously been punished three or more times for speeding. And the size of the fine for exceeding the speed limit will be increased by 6 times.
In a conversation with The Insider, a car expert Petr Bakanov said that only sanctions in Russia will not work, it is necessary to improve the infrastructure in parallel.
All this is very sad, and the actions that our authorities make only show that the people for our officials and in general for a state machine are a second oil.
In this case, this is not some frantic populism. The fact is that it has long been known that no sanctions have one hundred percent effectiveness for compliance with traffic rules.
To comply with traffic rules, another: first of all, create the appropriate road conditions. For a long time, including in Europe and in other developed countries, it has been found that no matter how high the fine may be and no matter how many cameras you put on the roads, this will not lead to compliance with traffic rules.
First of all, the road infrastructure itself should push the rules. Roughly speaking, if we need to limit the speed, we are not enough to put the cameras. It is necessary to narrow the road, make a turn on it, put unevenness. Only in this way the motorist will observe the speed limit. Here you need to dance from this approach first of all. It is necessary to create such conditions that in a particular place a person is comfortable, convenient and natural to comply with these rules.
Unfortunately, this simple truth does not reach our authorities.
As for the fines themselves: on the one hand, we have fines lower than in many European states for most violations. But on the other hand, our standard of living is much lower: we have below salaries, we have worse roads, we have worse the condition of vehicles, we are worse than this is being controlled, we are worse with responsibility.
And if we now inflame a fine, then first of all it will really affect the speed limit. And in fact, this will not really affect the overall level of security, because the question of violations in principle is now in a slightly different plane. Because receiving a fine of 500 or 200 rubles to the motorist is unpleasant, and most will avoid fines. But still there will be frantic comrades who will violate, and their percentage will always remain.
The safety is affected by the pace, the flow of movement, the infrastructure, the road signs set. In any Russian city, no matter how you follow the rules of the road, there are still places and cases where you are forced to break. Just because it is parked, for example, on the side of the vehicle.
Perhaps, for some individual violations, the responsibility is really worth raising. For example, for travel to the red light. Here, rather, it is necessary to act from an understanding of the fatality of the violation, that is, roughly speaking, if we go to the red light, then the consequences can really be fatal. But I am not a supporter of the fact that you need to tighten the nuts.
If we talk about the experience of Europe, then of course, there are fewer accidents than ours. Of course, at one time, tightening fines helped, but a little in other conditions.
In developed countries, this process went with the improvement of transport infrastructure. Roughly speaking, no one drives from the hill, because there are high -speed highways for this, and there are enough of them. Therefore, when a person needs to quickly get to the other end, he leaves for a high -speed highway, quickly intersects half a material, and then he drives into the city line and travels again fifty kilometers per hour. Everyone is comfortable from this. No one has such a task to drive somewhere.
We have a different problem: we have no good roads. It is simply not enough for the amount of transport that is. Often in Moscow you can not always quickly get from one area to another, because we are limited, for example, by industrial zone or railway tracks that stretch for several kilometers. And only now we begin to solve these issues. And in this regard, we have a large number of ordinary roads, on which, of course, on the one hand there should be a limitation of fifty, but we all ride sixty plus twenty. Hence the risk of an accident.
If we now introduce the same restrictions everywhere, we will simply encounter a transport collapse. In 2019, we just opened through a highway along the highway, connecting two main cities in Russia-Moscow and St. Petersburg.
What development can we talk about if we only by the end of the second decade were able to connect cities with a high -speed highway. What to say about the rest of the roads and cities.
There is still no bridge with Yakutsk, people are forced to use either an ice crossing or a ferry crossing in the warm season. This perfectly reflects the state of affairs. And if we shift this experience to Europe, most countries have a network of good speed roads there. Yes, there are quite severe fines and restrictions, but this does not prevent people from moving freely and calmly and get on time.
Later, the head of the relevant State Duma Committee on State Building and Legislation, Pavel Krasheninnikov, said that the draft new Code of Administrative Offenses published by the Ministry of Justice strengthens repressive mechanisms and does not correlate with the goals identified in the Presidential Address of the Federal Assembly.
