Mercy Win-Win. Dmitry Gudkov about why a wide amnesty is needed by the authorities themselves

This week, a group of opposition deputies introduced a project of political prisoners to the Moscow City Duma. The document is dedicated to the 75th anniversary of the Victory in the Great Patriotic War and will also affect the convicted persons of the Moscow Affairs. The project of the amnesty was prepared by representatives of Fair Russia, Yabloko, the Communist Party, as well as a number of public figures. Dmitry Gudkov, one of the authors of the project, explains why the authorities are profitable to have mercy on prisoners.

In the amnesty, we propose to free the widest number of prisoners. Not only political, but also sitting on charges, not pulling in any way on domestic prison blood pressure. From the economy and small thefts to the "folk" drug 228 of the Criminal Code. But the main innovation, of course, is the liberation of all the people who have committed crimes at rallies. Of course, there were no crimes, only police violence, but we are forced to formulate this in the distorted logic of criminally applied laws.

Let the United Russia, Margarita Simonyan, Senator Klishas - at least someone will think about the possibility of correcting their karma. We tell you how. Take the idea and use. Under their names, with stories about the humanity of the sun - let. The task is one: to free people. If Israel sacrificed Issahar for the sake of his citizen, even the truth about the Holocaust, but for the sake of our citizens we will not sacrifice authorship?

Why can power (although it would be better to say “should”) take advantage of the idea of ​​a wide amnesty for everyone, not only for the Politicals (I emphasize once again: a bill for everyone, and not just for their own)?

Several reasons.

1. Mitigation of hearts before May 9, the 75th anniversary of Victory. World leaders go to Moscow, and they are unlikely to want to be photographed against the backdrop of our usual cannibalism. Remember how Khodorkovsky was released before the Olympics? The same story. In Russia, to shame, but fortunately, they always tried to please “foreigners-foreigners”, nothing has changed since Griboedov. And exchanges with Ukraine inspire hope.

2. Amendments to the Constitution. Since the people are offered to vote for life Putin, there is a chance that they will make advances. Not only about any minimum wage and hot meals in the middle of cold toilets, but also other things. To buy people - so wholesale, why not?

3. In power, people still come across who, although they eat, then move around the corner and lay two fingers in their mouths. Yes, they are disgusting. Remember how, when Golunov was released, even the most regular propagandists rushed to rub their posts and beat themselves in the chest: I knew that he was innocent! They also want to seem decent - we give them such an opportunity. Take it, use it.

Of course, all these arguments from the field of psychology. If you figure it out, then the power that is twisting the nuts year after year can easily ignore holiday dates, turn on the pipe of world leaders and go foam about "shoot like frantic dogs." But there is another argument that I will present here, using the article as an open letter to those who have no eyes in the Duma, government and up the blood.

In Russia, many people are sitting for anything. The judicial system is paralyzed, the percentage of acquittals is 0.25 (if no less). And this does not add the love of the people for power. Political prisoners against the general background is a drop in the sea - but in it the rest of the sea is just visible. It is through political prisoners that people learn about how the system of ships and the FSIN is arranged. They recognize - and are horrified. Then you have to plant policemen, overseers, take off the generals, send an apology by illegal arrests by mail. Bad to everyone: both the authorities and society.

Amnesty makes it possible to radically change the situation. Just let go of people. This is a non -rehabilitating basis (which means that you do not need to plant your own for the factory of criminal cases). This makes life in Russia safer (the fewer people pass through the prison, the less it will be necessary to fight at least the same subculture A.U.E.). This at least temporarily reconciles society and power. From the current situation, when everyone is losing, we come to a mutual win. An amnesty is an act of mercy, not recognition of mistakes-this is a strategy of mutual victory, Win-Win. And most importantly, it costs nothing.

Amnesty is not a weakness of the state. This is a manifestation of his strength: she shows that the authorities are not afraid that her opponents and random victims will be free. Of course, now, in order to write this, I had to get used to the role of an unprincipled unicorn, which does not give a damn about people. But for the sake of liberation from prisons, you can go not for such psychological experiments.

Could it happen that all these complex constructions of moral character will be ignored? If it turns out that the authorities do not need the highest nervous activity, but the basic reflexes are quite enough: to have enough?

Yes, of course, it can be. It is no better to overestimate the enemy than to underestimate him. How many stories we saw in which we could do without blood, get out of the water dry. The case of Konstantin Kotov - it would seem that take the submission of the Constitutional Court and let go. But no. The case of Pavel Ustinov - the person was still discharged a year conditionally simply for being in the wrong place in the wrong place. Well, further on the list, from the “seventh studio” to the “new greatness”, from feminist pictures to Rostov pickets. In each of these cases, instead of positive PR, the authorities chose intimidation. We sank down a new round of a spiral, at the end of which either the revolution or the collapse of the country - not to make out, everything is hidden by a bloody veil.

Look at it those on whom the release of prisoners depends. It’s scary there. Almost as scary as in the cells where innocent people go. Let them go. It will not cost you anything, it will be a rare case, our common win. Just think about how great it will be to come home and tell the children: "Today I helped hundreds of thousands of people." He did not unleash the war, did not deprive pensions, did not deceive on TV, but gave them the most precious thing in life is freedom.

And the last. In order for everything to work out exactly as I wrote here, it is necessary that not only a few politicians talk about the amnesty. She, as I said, for tens of thousands. For hundreds of thousands and even millions of their relatives, friends and acquaintances. It is unlikely that there are many people in Russia, at least indirectly related to this topic.

Therefore - do not be silent. Demand freedom from the state. Remind him that mercy is a sign of power. Show that you don't care. Freedom is our common cause.
