
In recent days, the Nursultan Nazarbayev family was in the spotlight due to the scandal with the younger grandson of Elbasy, 29-year-old Aisultan (son of Darigi Nazarbayeva, Chairman of the Senate, and Rakhat Aliyev, the former deputy chairman of the National Security Committee of Kazakhstan, who was accused in absentia of his country, sentenced to 40 years of detention and later found and later found hanged in prison). The grandson of Aisultan, an ex-football player, now undergoing a course of treatment for drug addiction, asked Britain with political asylum and made a number of bold statements. And if few took the assertion seriously that Nursultan Nazarbayev is supposedly his biological father, then the new statements are already more plausible, in particular, he began to talk about the facts of large -scale corruption in Kazakhstan, including Gazprom. The Insider asked the ex-Prime Minister of Kazakhstan Akezhan Kazhegeldin, who was forced to live outside the country after going to the opposition, to evaluate the position of Nazarbayev’s family in a new political situation. He explained why the Nazarbayev family will still have to leave power, why the Kazakh transit script is a bad option for Putin and which reform option would be optimal for Kazakhstan.
The revelations of Aisultan Nazarbayev revealed a long -rected political crisis in Kazakhstan. His statements can be treated skeptical, but in connection with Kazakhstan corruption schemes, he calls specific numbers and specific surnames, including Russian ones. For example, the chairman of the board of Gazprom Alexei Miller. One way or another, this whole situation with Aisultan worsened the negative background, which had developed over the long years around his mother, Darigi Nazarbayeva. And not only in Kazakhstan and neighboring countries.
Recently, in the US Congress, hearing took place about how the funds confiscated in Switzerland were used from the accounts of Nursultan Nazarbayev and other participants in the corruption scandal of Kazakhgate. By agreement of the authorities of Switzerland and the United States, they had to be spent to help poor children in Kazakhstan. During the audit, it turned out that Dariga Nazarbayeva was involved in the illegal use of $ 40 million of these targeted funds.
Almost simultaneously, an international report on its foreign accounts and real estate was published, including those issued to standing persons. A copy of the passport with her photograph and a fictional surname was presented. It turned out that the family business is closely intertwined with its political activity. As a result, Darig Nazarbayeva will still have to leave his post. The sooner, the better for her herself and for her family members.
This opinion, I am sure, shares many. Especially in the Kazakhstan political class. There is a new generation of the opposition that appeared after the elections last year. These people claim to come to power in the future. In recent months, they established several new parties and civilian associations. Young politicians and activists are full of ambitions, they intend to revise the constitution and change the political system. Their common opinion: "family" should absolutely leave power.
This point of view dominates everywhere, except for state television channels. The political temperature of Kazakh society must now be measured on social networks. Judging by them, without a doubt, most citizens of Kazakhstan agree with the opposition: “Family” should leave!
In the Kremlin, I think, they will react to this calmly. I do not think that there are excited about the fate of Dariga Nazarbayeva. The Kremlin is interested in the transit of the authorities finally took place to know exactly who to work with, with whom to deal. And this will not happen in any way.
One of the many examples is the December trip of Nazarbayev to St. Petersburg to the “Eurasian Summit”, a meeting of the heads of state of the EurAsEC. It is clear that the current heads of states, not the former. Otherwise, only five people would have arrived from Kyrgyzstan ... Nursultan Nazarbayev was invited as a guest, the oldest politician, a “grandfather of the Eurasian idea” ... And he behaved as the current head of state. Despite the fact that his current status does not give him the opportunity to conduct a dialogue at the highest level in Russia. I can imagine in what dead end is the protocol service when he decides where to put a plane on the airport, on which Nazarbayev flew, and where is the one on which Kasym-Zhomart Tokaev flew ... And how to settle them is the same or differently? Who is more expensive, who cheaper? Memorial gifts to give them one for two or to each? Both laughter and sin!
Before retiring, Nazarbayev willingly agreed with those Western political scientists who called him a super-president. Now the current President Tokaev - he, as it were, is not quite president. Or even an unfinished?
A meeting of the National Security Council, which presents Nazarbayev, was held recently. On social networks, everyone paid attention that he did not have enough political tact to sit together with everyone at the round table. No, a long table for meetings was pointedly set, the ex-president took a place at the head of the table, and President Tokayev planted the side of the secretary at the Soviet Party presentation.

Russian experts often argue that the “Kazakhstan model” of transit is interesting for Kremlin political strategists as a kind of landmark, that it is in this world that the last initiatives of President Putin should be considered. In my opinion, Vladimir Putin will not want to repeat the experience of Kazakhstan. We now simply hung power between the two decision-making centers-“Ak-Horde” and “Library”. The state apparatus is just going crazy - to whom to go for orders? Who to report? It is no accident that the resignations follow one after another, the ministerial carousel is spinning faster.
So far, there is no open confrontation between Tokayev and Nazarbayev. But the hardware voltage intensifies. This can be seen from the way the two centers of power (Ak-Horde and Library, as they are often called in social networks and the media) react to current events. For example, on serious unrest in the oil and gas areas of Western Kazakhstan, where workers opposed the economic expansion of China. The leaders of all levels simply fell into a stupor, because they could not understand the position of the “library”, which (unlike “Ak-Hordes”) could freeze in horror and wait for Nazarbayev’s return from the next tourist trip to the Emirates.
More recently, interethnic clashes occurred in South Kazakhstan. It was not clear to President Tokaev himself who should make a decision in this situation. As a result, people died, burned at home, more than a dozen thousand people left the country.
How to be? I believe that Nursultan Nazarbayev should fully give power to President Tokaev and leave the political scene. Together with the family. Together with all the families who have accumulated over many years of his life. Following this, the most serious powers should receive parliament chosen in honest and free elections. Without a strong parliament, it will not be possible to defeat corruption, to avoid the threat of separatism, to create a climate for a real market economy. The Kazakhs have the historical experience of “steppe democracy”, there is also a successful experience of parliamentarism in the first half of the 90s.
It is clear that after the pogrom made by Nazarbayev all political parties, except for the presidential Nur Otan, the party system is now unable to independently form an effective parliament. The next election on party lists is an absolute dead end. Party representatives do not represent anyone, no one knows them.
My recipe for treatment: we must return to the majority system of single -mandate districts. Let political parties compete in single -mandate districts, promoting their candidates there. The parliament of Kazakhstan should become one -palace, the number of at least 220 deputies. So the trust of voters, their involvement, “inclusiveness” - as it is customary to say, will be ensured.
Another important point - a real change in political generations should occur. Although Nazarbayev, with his stubborn presence, constantly increases the age bar for existing politicians, I am still sure that the main tasks of building a new country should be solved by those who are now from thirty to fifty years.
I am impressed by the new leaders of the civil society who declared themselves in the summer and fall of last year. Their large list, between them will and there will already be competition. This is very good. Some need my experience, they come and turn. I am ready to support, share contacts, knowledge, new political models. Special responsibility falls on the Tokayev Kasim-Zhomart. This is a competent, educated person. He served as the Minister of Foreign Affairs in my government, and the experience of working with him was positive. Many years after that, he took a wait -and -see position, tried not to commit actions in order not to make mistakes.
It seems that this tactic has justified itself last spring. But now he is the president. This is a very special responsibility. We must act! If Tokaev decides to rely not only on the apparatus, but also on civil society, on politically active people, then the changes that are risen in Kazakhstan will occur quickly and will be forever connected with his name.
As for Nursultan Abishevich, he once made a lot for Kazakhstan. Not only for yourself personally. The problem is that now he cannot believe that he is an obstacle to the development of the country. Nazarbayev is not used to such things to hear about himself. The longer he will sit in his “library”, making new mistakes, the harder the people will let him go. There are many investigations that have not been completed to the end: bloodshed in Zhanaozen, killing politicians of opposition politicians, multi -million -dollar scams with the privatization of oil companies and the sale of telecommunication ... by and large, now a place in the library does not provide the former president with any guarantees. It is worthwhile to leave and this deserve the condescension of Kazakhstanis.
Often they talk about the impact on the situation of external forces - and especially Russia. Of course, this is an important factor. I don’t know if they are fully aware of in Russia or not, but its ability to influence is huge. But the changes in Kazakhstan, I am sure, will not cause reactions there, such a situation with Ukraine. The fact is that in any case, Kazakhstan does not seek to become part of the European Union or get membership in NATO. In addition, today in the world everyone is so busy with their own problems that ultimately everyone should solve themselves. And now we have the time of such decisions. We need a democratic separation of powers, otherwise the state becomes ineffective. And the state will be effective only when there are active citizens.
