Administrative cases under Art. 20.3 Code of Administrative Offences. April 2020

Due to the increase in the number of administrative cases under Art. 20.3 Administrative Code (propaganda and public display of Nazi symbols and symbols of banned organizations) we combine into a single list similar cases every month.

• On April 27, 2020, it became known that in the Murmansk Region, the Lovozersky District Court fined a prisoner in IK-23, on whose torso a swastika was stuffed.

• On April 23, 2020, it became known that the Angarsk City Court of the Irkutsk Region fined a local entrepreneur for 1.5 thousand rubles for 1.5 thousand rubles, in whose store “wall decor with Nazi symbols” was put up for sale .

• On April 23, 2020, in the Tula region, the Donskoy City Court fined sports coach Artur Kukovyakin 1,000 rubles for publishing some neo-Nazi materials on the Internet. The young man was also fined under Art. 20.3.1 of the Code of Administrative Offenses (inciting hatred).

• On April 21, 2020, the Naberezhnye Chelny City Court of the Republic of Tatarstan ruled to impose an administrative penalty on 27-year-old local resident A. Gizatulin. He was detained on the square near the Energetik Palace of Culture in Naberezhnye Chelny for violating the self-isolation regime. During the arrest, the police found a tattoo with the coat of arms of the Third Reich on his neck.

• On April 9, 2020, the Mostovsky District Court of the Krasnodar Territory fined 36-year-old local resident Ilya Helemendik for posting images containing Nazi symbols on his personal page on one of the social networks.

• On April 16, 2020, in Bashkiria, a justice of the peace fined a 27-year-old resident of Salavat who posted a swastika on his social network page. According to the Ministry of Internal Affairs, earlier the young man was prosecuted under Art. 282 of the Criminal Code (inciting hatred).

• On April 1, 2020, in Karelia, the police drew up a protocol on an administrative offense against a resident of Olonets for memes with a swastika. Among these memes are listed: a photo of American criminal Charles Manson with a swastika tattoo on his forehead, a photo of a ketchup swastika on one of the dishes, a photo of a cat with a Nazi order around his neck, a photo of a man with swastika tattoos, a meme with a psychiatrist in a cap Wehrmacht and some others. A resident of Olonets told the lawyer that the pictures were in a closed album, and it is not known how the police got access to them. The lawyer suggested that the FSB officers handed over the case materials to the police. The police made up the act of inspecting the page on March 11, 2020.
