Another fine for “Miracles of the Koran” in Bashkortostan

A resident of the city of Uchaly fined under Art. 20.29 of the Code of Administrative Offenses.

On May 6, 2020, it became known that in Bashkortostan the Uchalinsky District Court under Art. 20.29 of the Code of Administrative Offenses (dissemination of extremist materials) fined R. Bagautdinov for one thousand rubles.

According to the court order, on his page on VKontakte, Bagautdinov published a video included in the Federal List of Extremist Materials by the decision of the Nefteyugansk City Court of the Khanty-Mansi Autonomous Okrug - Yugra, Tyumen Region dated 04/07/2011. Most likely, we are talking about the film "Miracles of the Koran" (p. 873 ).

In our opinion, the film was unlawfully recognized as extremist and, accordingly, the administrative punishment for its distribution is unlawful. We found no incitement to violence, incitement to hatred, or discriminatory statements in this more than two-hour historical educational video. The film is sustained in an emphatically respectful tone towards other religions (although, of course, it asserts the superiority of Islam; the opposite would be strange).
