
The Novosibirsk government expanded the list of industries that were stopped due to the pandemic of coronavirus. Documents signed by Governor Andrei Travnikov were published on May 11.
The regional authorities supplemented the register of “permitted” types of work with advertising agencies and “activities related to the conduct of rescue archaeological field work”. Note that in Novosibirsk the construction of a paid bridge across the Ob began , and in 2018 it was reported that an archaeological monument was found in its alignment.
It is also allowed to operate markets in all settlements of the region, except for Novosibirsk, travnikov said . This was asked by rural businessmen.

In addition, the formulation of the regional government on the introduction of an increased readiness regime has been significantly changed. It was this document, signed on March 18, which was the first in the region to regulate behavior in the conditions of the Pandemia of Coronavirus. It included a “recommendation” “in order to prevent emergency” to suspend the work of specific sectors of the activity, including those that were prohibited by the Decree of the President of the Russian Federation Vladimir Putin on “non -working days” only on March 25.
At the same time, the regional authorities, having made changes to their own decree of March 18, allowed work:
"Organizations carrying out emergency repair and loading and unloading work"
"Organizations providing financial services in terms of urgent functions (primarily services for settlements and payments)"
"Other organizations defined by decisions of the Government of the Novosibirsk Region."

In total, 1171 coronavirus cases were recorded in the Novosibirsk region. 314 people recovered, 15 died.
On March 25, due to the pandemic of coronavirus, Russian President Vladimir Putin signed a decree on “non-working days”, which was supposed to end on April 4. On March 31, almost all regions of Russia introduced the regime of the so -called "general self -isolation." The regional authorities introduced restrictions on their own regulatory acts, but decisions were made after Putin’s meeting with plenipotentiaries in federal districts. Citizens, depending on the formulations, were “prescribed”, “recommended” or in a different form asked to stay at home and not to leave housing without extreme necessity: going to hospitals, shops and in order to throw garbage, walks with pets in a certain radius from the house, as well as to work, which is not limited by the presidential decree .
On April 2, Putin decided to extend the regime of “non-working days while maintaining salaries” until April 30 due to the pandemic of coronavirus, but transferred decisions to the regions to extend or terminate quarantine measures. In some regions, the regime has already been extended, in others they resume the work of some companies. Later, the regime was extended until May 12.
The authorities did not introduce an emergency regime, which allows business and residents to suspend obligations in connection with force majeure. The state did not provide direct financial assistance to citizens limited to credit holidays, the possibility of interest -free loans for paying salaries, deferred fines and penalties for delaying payments for housing and communal services. Moscow mayor Sergei Sobyanin, for example, said : "Budgets are cracked, they will not even be able to provide a healthcare system and so on."
