
Muscovites who will take part in the vote on amendments to the Constitution will be able to receive certificates for payment of goods and services. In total, more than two million certificates for a total of up to 10 billion rubles will be issued, said the head of the capital's department of trade and services, Alexei Nemeryuk.
“Through the Active Citizen project, more than 2 million certificates will be provided for which you can pay for goods and services. Certificates will be valid exclusively in Moscow consumer services, restaurants and trade enterprises. We expect that this action will stimulate the growth of consumer demand in the amount of up to 10 billion rubles, which will be launched into the city’s economy, ”said Nemeryuk.
Citizens will be able to receive certificates who will take part in the vote on amendments to the Constitution from June 25 to July 1.
“Everyone who takes part electronically or comes to the polling station and vote, receives the code, and points will be played. After this draw, the person will be accrued to the person that can be used, ”said Nemeryuk. The program will be financed at the expense of the Moscow government.
In a conversation with The Insider, a member of the Voice Council Stanislav Andreichuk noted that if the vote took place under the referendum law, then such a call to come to the site would be agitation, and the promise of remuneration - a bribery, but the law on the OG does not prohibit all this. “However, such methods will change the motivation of citizens to vote. Instead of a conscious political act, people go to sites for the sake of momentary material benefits. This interferes, and does not help determine the free and conscious will of the people, ”he said.
