Administrative cases under Art. 20.3.1 Code of Administrative Offences. March 2020

After the partial decriminalization of Art. 282 of the Criminal Code in the Code of Administrative Offenses, a new article appeared - 20.3.1 of the Code of Administrative Offenses (inciting hatred or enmity, as well as humiliation of human dignity). We collect the resolutions issued on it into a single list on a monthly basis.
- On March 25, 2020, the Central District Court of Chita of the Trans-Baikal Territory fined local resident Viktoria 10,000 rubles for posting several xenophobic publications on the Internet, according to law enforcement agencies. We are talking about a repost dedicated to terrorist attacks in mosques in the city of Christchurch in 2016 in New Zealand, which was accompanied by an anti-Muslim image with text, as well as a video called "Drive Caucasians out of your home (2019)", a video "The position of non-Muslims in the Sharia state - Abu Walid" and comments directed against blacks. Earlier, in February 2020, a criminal case was initiated against the girl under Art. 205.2 of the Criminal Code (public calls for extremism) (for more details, see here ).

• On March 26, 2020, the Ashinsky City Court of the Chelyabinsk Region fined local resident Vadim Falkovsky, born in 2000, 10,000 rubles for publishing two images directed against immigrants from Central Asia on the VKontakte social network. We are talking about the picture with the inscription "this is Russia and not the village, bring the donkey home," and the picture with the inscription "immigrants should be met like this" (as, apparently, follows from the image itself). Both pictures were posted in 2016. At the trial, Falkovsky admitted his guilt and declared his remorse.

• In March 2020, in the Chelyabinsk region, the Sosnovsky District Court fined a local resident 10,000 rubles for publishing a xenophobic comment on one of the social networks under a post about “a subjective assessment of the actions of local residents on the decision to open a center for the temporary isolation of citizens arriving from foreign countries who have " symptoms of the disease . Previously, local residents strongly opposed the placement people under quarantine for coronavirus in the buildings of the social and health centers "Topolek" in the Varna region and "Utes" in the village of Uzhevka in the Sosnovsky district. As a result, a quarantine center was set up in the regional tuberculosis dispensary in Chelyabinsk. The woman's comment was dedicated to the protests of residents of the Sosnovsky district against the opening of a quarantine center in Uzhevka, where, in their opinion, Chinese citizens should have been settled.

• In March 2020, in Orel, the Sovetsky District Court fined M. Mashkov 12,000 rubles for publishing on his VKontakte page the racist audio recordings “Alyosha Lacoste - War Territory” (paragraph 3977 of the FSEM) and “Alyosha Lacoste - Lawlessness (in memory of Yuri Volkov )".

• In March 2020, in the Irkutsk Region, the Nizhneudinsky District Court fined a 20-year-old resident of the city 18,000 rubles for posting materials “with a negative assessment” of Russians on a page on the VKontakte social network.

• On March 17, 2020, the Primorsky District Court of St. Petersburg fined local resident Alexei Bykov 15,000 rubles for posting several anti-Semitic comments on the social network Vkontakte and declaring that he supported Hitler. Bykov did not come to court.

• On March 17, 2020, the Avtozavodsky District Court of Togliatti fined Vyacheslav Shepelev, a local activist and supporter of the Citizens of the USSR movement, 10,000 rubles for publishing an anti-Semitic text on his Odnoklassniki page.
