The son of the Irkutsk ex-governor was accused of major fraud

A deputy of the Legislative Assembly of the Irkutsk Region Andrei Levchenko is accused of large fraud. This was reported by Interfax with reference to the official representative of the Investigative Committee Svetlana Petrenko.

“In the Main Directorate for the Investigation of Particularly important cases of the Investigative Committee of Russia, Andrei Levchenko, deputy of the Legislative Assembly of the Irkutsk Region, was charged. He is charged with the commission of a crime provided for in paragraph 4 of Article 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale), ”Petrenko said.

Levchenko’s detention became known on Monday morning. At the place of his residence and work, as well as his father, the former governor of the Irkutsk region, Sergei Levchenko, were searches.

“In February 2019, a criminal case was opened in the Investigative Committee by fraud by fraud of funds of the capital repair fund of apartment buildings of the Irkutsk region, perfect in a particularly large amount (part 4 of Article 159 of the Criminal Code of the Russian Federation). As part of this case, the director of LLC "Oleg Hamulyaku has already been charged," Petrenko said.

According to her, in the course of the investigation, Levchenko’s involvement in the indicated crime was also established.

According to the UK, Khamulyak with accomplices in 2017 submitted to the Ministry of Regulation of the contract system in the field of procurement of the Irkutsk Region "Vedvedly forgery documents for applications for participation in the preliminary selection of contracting organizations for the repair and replacement of elevator equipment and repairing elevators".

Then Khamulyak, along with Levchenko, concluded an agreement with the foreign company for the supply of elevator equipment to Irkutsk for a total of 167 million rubles. The contract was submitted to the capital repair fund of apartment buildings of the Irkutsk region to receive an advance according to the concluded agreements, added Petrenko.

After that, according to her, the indicated persons created another company, "with the help of which the cost of repair work was unreasonably increased to 319.6 million rubles."

“In the future, reporting documents containing obviously overstated cost of elevator and other equipment, as well as repair work were regularly submitted to the capital repair fund of apartment buildings of the Irkutsk region,” the representative of the UK said.

She noted that "as a result of the unlawful actions of Khamulyak and Levchenko of the Irkutsk region, damage was caused on an especially large amount of more than 185 million rubles."
