After the partial decriminalization of Art. 282 of the Criminal Code in the Code of Administrative Offenses, a new article appeared - 20.3.1 of the Code of Administrative Offenses (inciting hatred or enmity, as well as humiliation of human dignity). We collect the resolutions issued on it into a single list on a monthly basis.

On November 30, 2020, the Central District Court of Kemerovo fined Nelli Madeeva 10,000 rubles for the comments “Bad nation... Everyone needs to be exterminated” in the Kemerovo Incident group on the VKontakte website on August 22, 2019. The very record of the conflict in the village of Podgornoye, Leninsk-Kuznetsk District, Kemerovo Region, between Roma and local residents was viewed by 44 thousand users of the VKontakte website, of which 541 marked “I like it”, 285 commented, and 19 added it to their page. According to the results of the linguistic study of the ECC of the Main Directorate of the Ministry of Internal Affairs of Russia for the Kemerovo Region, in Madeeva's commentary there is a "statement expressing the need for hostile (violent) actions by one group of persons in relation to another group of persons united on the basis of race / nationality / language / origin -" gypsies " ". In court, Madeeva did not plead guilty to the administrative offense she was accused of, pointing out that it was not she who made the comment, but her page on VKontakte was hacked. The Court was critical of this argument.
On November 26, 2020, the Naryan-Mar City Court fined Marianna Tyurnikova 10,000 rubles for posting comments on the VKontakte social network, which, according to the conclusion of the examination, “contain signs of inciting hostility.”
In November 2020, the Balaklavsky District Court of Sevastopol fined a local resident (born in 1986) 10,000 rubles for publishing a xenophobic text on the VKontakte social network in October 2020.
On November 25, 2020, the Taiginsky City Court of the Kemerovo Region drew up four administrative offense reports against 37-year-old Dmitry Podzorov. A resident of Taiga was punished for posting comments in online communities aimed at inciting hatred and enmity against people of non-Slavic appearance. The court sentenced him to 120 hours of compulsory work.
On November 19, 2020, the Ozersky District Court of the Kaliningrad Region fined him 5,000 rubles. local resident N. for a xenophobic comment on one of the news portals under the article “Dagestanis staged a mass brawl with the security forces because of the water supply.” At the hearing, N. admitted guilt in committing an administrative offense.
On November 17, 2020, the Dankovsky City Court of the Lipetsk Region fined Igor Petrusev 1,000 rubles for comments on the Odnoklassniki social network on his personal page (quotes: "... Russia has plunged into a dirty swamp. I repeat - our people are slaves and idiots"; "Well done Germans. Only the native Germans have the right to enjoy the benefits created by them. Black-ass demons all back").
On November 9, 2020, the Zavodskoy District Court of Kemerovo fined Andrei Matyuzhov, pastor of the New Generation Church, ten thousand rubles for preaching.
On November 17, 2020, the Petrozavodsk City Court of the Republic of Karelia fined Valentina Trelman 15,000 rubles.
On November 6, 2020, it became known that the Balakovo District Court of the Saratov Region fined Vladislav Pozdnyakov, the administrator of the Male State telegram channel, for 10 thousand rubles . According to the ruling on the website of the court, in the communities that he administered on VKontakte and Telegram (probably, we are talking about the pages of the " Men's State "), he published hostile statements where the following groups were "negatively assessed": "bodies of state and local self-government”, “Russians”, “Caucasians”, “Slavs”, “Russian women”, “Russian men”, “Armenians”, “Christians”, “homosexuals”, “law enforcement agencies”, “Russian fathers”, “black children living in Russia”, “spouses of different nationalities”, as well as “spiritually undeveloped, wordlessly submissive people who obey someone else’s will and allow themselves to be exploited, who have strong habits and skills that have developed under the domination of communist ideology.” Recall that we are in favor of excluding the vague concept of “social group” from the anti-extremist legislation.
