A Surgut resident was fined for showing two humorous videos with Nazi symbols

Igor Lubyagin was brought to justice under Art. 20.3 of the Code of Administrative Offenses.

On October 31, 2020, the Surgut City Court of Khanty-Mansi Autonomous Okrug-Yugra fined a thousand rubles under Part 1 of Art. 20.3 of the Code of Administrative Offenses (public demonstration of prohibited symbols) local resident Igor Lubyagin.

The reason was that Lubyagin, who had previously been repeatedly involved in administrative liability for petty hooliganism while intoxicated and other offenses, posted on his YouTube channel, which has 11 subscribers, satirical video "Hitler and Crimea" - cut from the film "Bunker" with subtitles commenting on the events in Ukraine, and cartoon "Stalin and Hitler", in which in an ironic way characterizes the relationship between the two dictators and their role in World War II war.

From our point of view, both videos, in which the Nazi symbols do not justify or promote Nazism, therefore they should not be prosecuted for displaying them. Recently added to Art. 20.3 of the Code of Administrative Offenses note , according to which should not be punished cases of using Nazi symbols, in which a negative attitude towards the ideology of Nazism is formed and there are no signs propaganda or justification of Nazi ideology, unable to prevent all cases of insufficiently justified restrictions on freedom of expression.
