The purpose of the organization will be "protection of the interests of the Russians." The congress was attended by members of patriotic and Orthodox associations, primarily members of the "Two-Headed Eagle", the Union of Donbass Volunteers, the Union of Cossack Warriors of Russia and Abroad, the Union of Orthodox Women. The current symbolism of the society - a double-headed eagle on a yellow background - was transferred without changes to the new organization.

The organization's manifesto begins with the slogans “We are Russians, God is with us! We are the union of the Russian people”, and also calls the monarchy “the crown of Russian statehood”. The Russians are called in the manifesto "children of victory", in particular, over the "Khazar Khaganate, the Golden Horde, the Commonwealth, the Crimean Khanate, the Kingdom of Sweden, Ottoman Turkey, the French Empire of Napoleon and over Nazi Germany."
Malofeev said that Tsargrad would take part in the 2021 election campaign to the State Duma "as a public controller." Namely, members of the organization will poll "all candidates for deputies in 225 majoritarian districts and all candidates from political parties regarding their commitment to the traditional family, religious and cultural values of the Russian people." If, as a result of such a survey, the candidate is convicted of “Russophobia, insulting the feelings of believers, distorting historical truth and belittling the significance of the feat of the people in defending the Fatherland,” members of Tsargrad will provide him with “every possible legal opposition.”
Earlier, in October 2020, the Union of Donbass Volunteers (SSV) Oleksandr Boroday, who joined Tsargrad, announced his intention to take part in the elections to the State Duma. At its VI Congress, which was held with the participation of Malofeev, the SSD announced an alliance with the Rodina party of Alexei Zhuravlev, so that volunteers could enter Russian politics - lead the regional branches of the party and put forward their candidacies from it in elections without the need to collect signatures. Also, according to the SOTA telegram channel, the Novorossiya movement joined Tsargrad, but the organization itself did not publicly declare this. On November 24, the head of Novorossiya, Igor Strelkov, issued a statement that his movement was not and does not plan to be part of Tsargrad.
