Administrative cases under Art. 20.3 Code of Administrative Offences. March 2021

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month.

In March 2021, in the Republic of Karelia, a resident of Petrozavodsk was fined 1,000 rubles. He was also fined under Article 20.29 (distribution of extremist materials) of the Code of Administrative Offenses. In total, in 2021, 3 residents of Karelia were brought to administrative responsibility for extremist offenses, 4 administrative materials were drawn up against them.
On March 31, 2021, the Zadneprovsky District Court of Smolensk fined Pavel Gusarov for a video with Nazi symbols on a social network.
In Mordovia, two 38-year-olds and a 41-year-old remand prisoner were fined. During the walk, as well as in the inspection room, one of them showed a tattoo with Nazi symbols on his leg, and the other two showed tattoos in the form of an eight-pointed star, symbolizing complicity in an international public movement that was recognized as extremist, and its activities are prohibited on the territory of the Russian Federation. For committing an administrative offense, they were sentenced to an administrative fine in the amount of 1,000 rubles each.
On March 24, 2021, the Anninsky District Court of the Voronezh Region fined a local resident for posting a video with Nazi symbols on his social network page. In court, he pleaded guilty to committing an administrative offense, while indicating that he posted a video called "Third R ***" on his page at the beginning of 2016, he could not delete the recording himself.
In March 2021, in the Trans-Baikal Territory, a resident of Mogoytuy was fined 1,000 rubles for publishing an image of a swastika in the Protest Transbaikalia.Chat Telegram channel. Access to the resource, which has 133 participants, is not limited. In court, the accused did not admit guilt in committing this offense, he stated that law enforcement agencies had not established that the IP address belonged to him, the indicated image did not look like a swastika, the examination was not carried out, this drawing does not contain any call to action.
On March 17, 2021, a 21-year-old resident of the Zaoksky district of the Tula region was fined for distributing the Nazi swastika on social networks. He admitted his guilt and "closed" the page.
On March 17, 2021, in the Tula region, the Plavsky District Court fined Vladimir Ryabov 1,000 rubles for posting an image with Nazi symbols on his VKontakte page.
In March 2021, a 60-year-old resident of the city was fined 1,000 rubles in Kirov for having a ring with a swastika on the ring finger of his left hand. A resident of Kirov was detained while passing through a metal detector in the hall of the station, he was found with brass knuckles. The transport police officers took him to the duty unit to draw up an administrative protocol under Part 4 of Art. 20.8 of the Code of Administrative Offenses (violation of the rules for acquiring, transporting, carrying, collecting, exhibiting, destroying or accounting for weapons). The brass knuckles were seized and sent for examination. The audit materials were sent for consideration to the Magistrate's Court for the Leninsky district of the city of Kirov. In addition, during a personal search, a ring with a swastika was also found on the detainee.
In March 2021, the Dzerzhinsky District Court of Orenburg fined 1,000 rubles. a local resident for posting Nazi symbols on the VKontakte social network. He fully admitted his guilt.
On March 16, 2021, it became known that in North Ossetia, a court fined a 22-year-old resident of the Mozdok district, who published on his page on VKontakte the symbols of an organization recognized by the court as extremist. Details, unfortunately, are not reported.
On March 12, 2021, it became known that in Ulyanovsk, the Zheleznodorozhny District Court fined R. Gimadiyev, who published on his page on VKontakte the video “Appeal of the spiritual leader of the Emirate of Ukraine, Sheikh Abu al-Turchini to Russian pigs” and “Allah Akbar”, in which the symbols of the terrorist organizations "Emirate of the Caucasus", "Party of Islamic Liberation" and "Al-Qaeda" are displayed. Gimadiyev was also fined under Art. 20.29 of the Code of Administrative Offenses .
On March 12, 2021, it became known that in the Krasnodar Territory, a court fined a 39-year-old resident of Sochi who published an image with the AUE symbol on her social network page.
On March 11, 2021, the Lipetsk Region Prosecutor's Office announced that a convict serving a sentence in FKU IK-4 of the Federal Penitentiary Service of Russia in the Lipetsk Region was fined 1,000 rubles. for demonstrating his own tattoos with a swastika and the coat of arms of the Third Reich,
On March 10, 2021, it became known that in Kemerovo, the Zavodskoy District Court fined a 52-year-old local resident for 1,000 rubles for posting Nazi symbols on social networks.
In March 2021, a resident of Syzran was fined 12,000 rubles for publishing extremist materials in the public domain on the VKontakte social network, inciting hostility towards natives of the Caucasus and Jews, and displaying Nazi symbols. He was also punished under Article 20.3.1 of the Code of Administrative Offenses (inciting hatred), 20.29 of the Code of Administrative Offenses (production and distribution of extremist materials). A resident of Syzran admitted his guilt, repented and voluntarily removed the prohibited materials.
On March 1, 2021, the Proletarsky District Court of Saransk, Republic of Mordovia, fined Sergey Shatrov 1,000 rubles for a video with Nazi symbols.
Since the beginning of 2021, the courts of Tatarstan have received 26 cases under Art. 20.3 and 20.3.1 (inciting hatred or enmity, as well as humiliation of human dignity) of the Code of Administrative Offenses. In the first case - 20 cases, and in the second - six. In three cases, decisions have not yet been made, in four cases the cases were returned back to the police due to violations found in the protocols, in 19 cases decisions were made to impose fines. Unfortunately, it is not clear under what articles of the Code of Administrative Offenses and what decisions were made.
On March 1, 2021, the Tashlinsky District Court of the Orenburg Region fined a local resident 2,000 rubles for posting a photo of an eagle with a swastika on the VKontakte social network.
