The police in Khabarovsk, after a pre-investigation check, refused to initiate a case under the article on repeated violations at rallies (Article 212.1 of the Criminal Code) against Archpriest Andrei Vinarsky. The police explained the refusal by the lack of evidence of an offense. “...During the inspection, it was established that his [Vinarsky’s] actions did not pose a public danger requiring their criminalization, since they did not entail harm or a real threat to the health of citizens...” is stated in the resolution refusing to initiate the case.

The investigator also sent copies of the inspection materials to the police to resolve the issue of bringing Vinarsky under the article on violating the rules of holding the rally (Article 20.2 of the Administrative Code).
