The government has proposed creating an "information database of extremist materials"
It is now proposed to store extremist materials in a bank created specifically for this purpose, and continue to enter information about them into the Federal List of Extremist Materials.
On March 15, 2021, the Government of the Russian Federation submitted to the State Duma a draft amendment to the Federal Law "On countering extremist activity". If adopted, the amendments will enter into force one year after their official publication.
In Art. 13 of the Federal Law, it is proposed to add a mention of a "specialized information bank of extremist According to the idea of the legislators, the Ministry of Justice will have to add to it materials recognized by the courts as extremist, while continuing to replenish the already existing Federal List of Extremist Materials with information about them.
The procedure for maintaining and using the bank must be established by the Ministry of Justice. The explanatory note notes that the purpose of such an innovation is "ensuring operational-search activities and investigative actions carried out as part of countering extremist activity," as well as "organizing preventive measures aimed at preventing it." In particular, as previously stated by the Ministry of Justice, a single data bank will simplify the identification of materials of an extremist nature, which are discovered by public authorities, with those previously prohibited.
The task of creating a "single database of extremist materials" was set before the state authorities in the Strategy for Countering Extremism approved in 2014, and the new version of this document adopted in 2020 provides for the "creation of a specialized information database of extremist materials." The Ministry of Justice announced preparations for the creation of such a data bank in 2016. In September 2020, the Ministry published the first version of the text of the government bill on the Federal Portal of Draft Regulatory Legal Acts.
