Oleg Shamburov brought to administrative responsibility under Art. 20.3.1 of the Code of Administrative Offenses.
March 16, 2021 Traktorozavodsky District Court of Chelyabinsk under Art. 20.3.1 of the Code of Administrative Offenses (inciting social hatred) fined local activist Oleg Shamburov 15,000 rubles.
The reason for the administrative prosecution of Shamburov was his critical statement about the actions of the police in the telegram chat of the local headquarters of Alexei Navalny, as well as the speech he made while leaving the special detention center after administrative arrest for participating in an unauthorized public event. This speech was recorded on video and published by Shamburov himself on his personal YouTube channel with the title "How the Opposition Lives".
According to media reports, in the chat he left the message "garbage nits, they staged a provocation because of this, all the arrests," and in the video he emotionally asked who pays him for participating in rallies, calling police officers a swear word.
From our point of view, law enforcement officers and government officials should not be considered a vulnerable social group protected by anti-extremist legislation. Moreover, Sova stands for the exclusion of the vague concept of "social group" from the anti-extremist legislation.
