Administrative cases under Art. 20.3 Code of Administrative Offences. April 2021

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month.

In April 2021, in the Murmansk region, a resident of Kovdor was fined 1,000 rubles for posting Nazi symbols on the VKontakte social network. However, he did not pay the fine. He later ended up in a temporary detention center. After the expiration of the term of serving the sentence, the bailiff “met” the offender at the police department to draw up a protocol under Part 1 of Art. 20.25 (avoidance of the execution of an administrative penalty) of the Code of Administrative Offenses of the Russian Federation. The court found the debtor guilty of committing an administrative offense and he was sentenced to a fine of 2,000 rubles.
On April 19, 2021, the Central District Court of Novokuznetsk, Kemerovo Region, fined 1,000 rubles. P. Klimenko for publishing in free access on the social network "VKontakte" an image, which, according to the conclusion of a specialist, contains the symbols of an extremist organization, namely "Svarogov Square".

On April 21, 2021, the Shchyokinsky District Court of the Tula Region fined 22-year-old Ilya Stepanov for posting a freely available image of a swastika on the VKonakte social network.
On April 27, 2021, a 33-year-old prisoner from one of the colonies in the region was fined in Tver for demonstrating tattoos with a swastika on his legs.
On April 20, 2021, the Zarechensky District Court of Tula fined 38-year-old Roman Belyakov for posting an image with a swastika on a social network.
On April 14, 2021, the Leninsky District Court of Murmansk ruled in the administrative case of Natalya Gunderina.
In April 2021, the Leninsky District Court of Kemerovo fined a 25-year-old resident of the city 2,000 rubles for posting Nazi symbols on social networks, as well as songs from the Federal List of Extremist Materials. He was also fined under Article 20.29 of the Code of Administrative Offenses (dissemination of extremist materials).
In April 2021, an 18-year-old resident of Saransk was fined 1,000 rubles for posting a video with Nazi symbols on his social network page in September 2020. The video has been viewed by more than 50,000 people.
On April 14, 2021, the Dobrinsky District Court of the Lipetsk Region fined Alexander Shiryaev 1,000 rubles for posting a “slammer” video on the VKontakte social network in the Videos section, showing a swastika, SS signs, Dirlewanger (signs of the 36th SS Grenadier Division in the form of two grenades crossed).
In April 2021, the Zarechensky City Court of the Penza Region fined him 1,000 rubles. 47-year-old user of one of the social Internet networks. According to the prosecutor's office, a resident of Zarechensk posted in free access on his social network page under a nickname an image of a Nazi swastika and a poem included in the Federal List of Extremist Materials under item 5117. (We are talking about the poem "Christian slavery", recognized as extremist by the decision of the Pervomaisky District Court of Kirov on August 24, 2020. He was also fined under Article 20.29 of the Code of Administrative Offenses (dissemination of extremist materials).
On April 7, 2021, the Usolsky City Court of the Irkutsk Region sentenced Matvey Chernousov (born in 1997) for posting a swastika and Nazi symbols on his personal page on VKontakte. The court fined him 1000 rubles.
On April 6, 2021, the Leninsky District Court of Murmansk fined 31-year-old Andrei Yanushas a thousand rubles for publishing Nazi symbols in the public domain on December 28, 2020. Janusas appeared at the hearing of the case, pleaded not guilty to an administrative offense; he stated that he had lost control over this information, and therefore he could not allow or restrict access to this information, as well as edit the site page.
In April 2021, the Kerch City Court fined a 42-year-old convict, serving a sentence of imprisonment in FKU IK-2 of the Federal Penitentiary Service of Russia in the Republic of Crimea, for a thousand rubles for tattoos with a swastika.
In April 2021, in Orekhovo-Zuyevo, a resident of the district was fined 1,000 rubles for publishing photos with the swastika of the Third Reich and AUE in albums on the Odnoklassniki social network. The case came from the Ministry of Internal Affairs.
On April 6, 2021, it became known that the Zavodskoy District Court of Kemerovo arrested Alena Mikhailova-Chadaeva for 5 days for posting an image with a swastika on her VKontakte page.
On April 6, 2021, it became known that in March, the Zavodskoy District Court of Kemerovo fined Andrei Mayorov 1,000 rubles for posting an image with the symbols of an extremist organization on his VKontakte page.
On April 6, 2021, it became known that in March, the Zavodskoy District Court of Kemerovo fined Timofey Kiselyov 1,000 rubles for posting an image and video with a swastika on his VKontakte page.
On April 5, 2021, it became known that in March, the Mozdok District Court of the Republic of North Ossetia-Alania brought four local residents to justice under Art. 20.3 of the Code of Administrative Offenses.
On April 2, 2021, it became known that the Sovetsky District Court of Tula fined 18-year-old Tatyana Garazh for 1,000 rubles for posting videos “Adolf Hitler – Victim v2” and “Color Reich” on her VKontakte page, in which the swastika is shown. The girl was also brought to administrative responsibility under Art. 20.29 of the Code of Administrative Offenses .
On April 2, 2021, it became known that the Luninskiy District Court of the Penza Region fined Aleksey Ageev for 1,000 rubles for posting Nazi symbols on a social network. The man was also fined under Art. 20.29 of the Code of Administrative Offenses .
On April 1, 2021, it became known that in March 2021, the Norilsk City Court of the Krasnoyarsk Territory brought five local residents to administrative responsibility under Part 1 of Art. 20.3 of the Code of Administrative Offenses. One of them, Alibek Alibekov, was fined one and a half thousand rubles for publishing on his page on VKontakte the symbols of ISIS, which was banned in Russia.
