
The government introduced a bill obliging the telecom operators to the State Duma to store information on the transfer of messages and media files between users over the Internet for three years and provide it at the request of law enforcement agencies.
The information “On the facts of receiving, transmitting, delivery and processing” of voice, text messages and videos, images, sounds and other messages must be stored in Russia.
In early April, the government commission approved the bill. After that, the Ural Association of Communications Operators asked the Minister of Digital Development of Maksut Shadaev to reconsider the requirements for the preservation of user traffic, as changes in the legislation can lead to a series of bankruptcy of small and medium -sized telecom operators.
According to operators, government decisions are impossible in practice, since 96% of the traffic is transmitted in encrypted form, and sites use protocols with through encryption.
