This is a significant restriction, since many used the portal. There were many statements about submitting an entry, and I know that organized groups of people who are interested in this tried to save videos from this single portal. They recorded a video for themselves, after which there were big troubles.

For example, at the end of 2018, a group of enthusiasts was able to record about 8 thousand polling stations. The analysis showed that in many areas-especially in regions such as Dagestan, Karachay-Cherkessia, Kemerovo region-there were huge postscripts and ubiquitous, one hundred percent non-compliance of those procedures that are prescribed by law regarding the counting of votes. Then there was a big scandal. At first, the CEC accused people of analyzing “unofficial records” that were simply overwritten from this portal. Then the expert cassation group at the CEC was allowed to view official records, and after viewing we wrote that in any polling station of the Kemerovo region, the procedures prescribed by the election legislation on the calculation of votes were performed.

The first tightening was that it was decided to issue videos only by decision of the election commission (before that it was possible to contact the contractor directly), and later restrictions on the number of simultaneous views were introduced.

In the end, it turns out that the open portal, to which access was gradually hardened, is closed. This is a clear manifestation of fear and a violation of the principle of open and vowel elections. Elections are a procedure provided for being open and vowel. The Federal Law says that the work of election commissions is open and vowel. The decision of the CEC is an indicator that there really is a violation.

Now those who will have access to the service portal will be able to look from one computer from only one polling station. But this is quite pointless, because the elections are a mass phenomenon.
