A group of participants in the Artpodgotovka movement has been added to the Federal List of Terrorist Organizations

On September 9, 2021, the Federal Security Service (FSB) included in the list of terrorist organizations "The terrorist community created by Maltsev V.V. from number of participants in the Artpodgotovka Interregional Public Movement". The decision is based on the verdict in the case of a terrorist community, issued by the 2nd Western District Military Court on July 18, 2020 and entered into force on July 7, 2021.

Artpodgotovka movement was recognized as an extremist decision Krasnoyarsk Regional Court on October 26, 2017 and included in the federal list of extremist organizations.

The verdict dated July 18, 2020 was handed down in the case of three Artpodgotovka supporters (Yuri Kornoy, Andrey Kepti and Andrey Tolkachev) for attempting to set fire to pallets of hay left after the city fair on Manezhnaya Square in Moscow on October 12, 2017. According to the verdict, the community members planned other actions such as telephone terrorism. They were convicted not only under paragraph "a" part 2 of Art. 205 of the Criminal Code with the application of part 1 Art. 30 of the Criminal Code (preparation for the commission of a terrorist act by a group of persons), but also under Part 2 of Art. 205.4 of the Criminal Code (participation in terrorist community). According to anti-terrorist legislation, the establishment of the fact of the existence of a terrorist community should entail its ban as a terrorist organization - with its inclusion in the appropriate list on the FSB website and the possibility of prosecuting for an attempt to continue the activities of this organization under Art. 205.5 of the Criminal Code.

According to the court decision of July 18, 2020, this community included seven people, three of whom were convicted, and four more, including Vyacheslav Maltsev himself, disappeared.

Thus, we are not talking about the fact that the entire Artpodgotovka movement has been declared terrorist. Only a small group received this status (the question remains whether it can be said that it continues to exist at all after 2017).
