Administrative cases under Art. 20.3 Code of Administrative Offences. November 2021

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month.

On November 25, 2021, the Chusovoy City Court of the Perm Territory fined Aleksey Pigalev for 1,000 rubles. On September 7, 2021, at 12.30 pm, during a search in one of the correctional colonies, images of the runes “Zig” and “Odal” were found at the convict Pigalev in a bedside table with personal belongings, and on his bed linen he had painted and embroidered images of the runes “Odal”.
On November 19, 2021, the Vologda City Court fined Sergey Guzhev, leader of the far-right Russian Vologda group, 1,000 rubles. He was found guilty of publishing on the social network VKontakte a link to a post containing an image with the symbols of "ROA" (Russian Liberation Army of General Vlasov).
On November 25, 2021, the Vyaznikovsky City Court of the Vladimir Region fined two prisoners of the local IK-4 for 1,000 rubles for tattoos with a swastika. One prisoner, A. Lapkin, had tattoos on his chest, and the second, S. Smirnov, had tattoos on his back.
On November 19, 2021, the Vologda City Court fined Sergey Guzhev, leader of the far-right Russian Vologda group, 1,000 rubles. He was found guilty of publishing on the social network VKontakte a link to a post containing an image with the symbols of "ROA" (Russian Liberation Army of General Vlasov).
In November 2021, the Bagaevsky District Court fined Meryuzhan Simonyan, a prisoner in colony-settlement No. 8, 1,500 rubles. The court found that on August 31, 2021, Simonyan in the colony demonstrated Nazi symbols “in the form of a drawing on the front side of the notebook with the image of a swastika” in the notebook. The notebook was confiscated.
On November 26, 2021, it became known that in the Tver region, a court fined a 31-year-old prisoner of IK-9 for demonstrating to other prisoners a tattoo with the symbols of a certain forbidden movement. Unfortunately no details were given.
On November 24, 2021, the Shchekinsky District Court of the Tula Region fined 23-year-old Ekaterina Kvaktun for posting photos of the Nazi swastika on the VKontakte social network.
On November 22, 2021, the Taganrog City Court of the Rostov Region fined local resident Vyacheslav Ryzhov 1,000 rubles, finding him guilty of posting a picture with a swastika on the VKontakte social network. The picture was published in December 2012.
On November 22, 2021, the Zavodskoy District Court of the city of Kemerovo fined a 31-year-old local resident 1,000 rubles, finding him guilty of posting pictures with Nazi symbols on a social network. Details, unfortunately, were not reported.
On November 9, 2021, the Central District Court of Volgograd fined 38-year-old Sergei Tarasov 1,000 rubles for posting a video with the flag of Nazi Germany on his YouTube channel. Tarasov did not admit his guilt and stated that the flag was included in the video in the context of a historical study of posters for similarity.
On November 8, 2021, the Novoilinsky District Court of the city of Novokuznetsk, Kemerovo Region, fined 30-year-old local resident Andrei Arkanov 1,000 rubles for posting a video with Nazi symbols on a social network. What kind of video is in question and in what context the prohibited symbols appear in it, unfortunately, was not reported.
