
The chairman of the Investigative Committee of Russia, Alexander Bastrykin, held an operational meeting with the heads of regional investigative bodies, during which he expressed dissatisfaction with the increase in acquittaling sentences in criminal cases.
“The reasons that lead to acquittals are the low quality of the preliminary investigation, the failure to accept measures to establish all circumstances to be proved, incomplete verification of the arguments of the under investigation, violations of the requirements of the procedural law, which entail the cancellation of evidence of the prosecution,” Bastrykin noted.
According to the press service of the department, "the work of the Investigative Department in the Republic of Tatarstan was seriously criticized, where an increase in the number of acquittals was noted."
The head of the UK gave a number of instructions that should be aimed at eliminating the “shortcomings” in the work. In addition, Bastrykin proposed punishing investigators, whose fault was sentenced to an acquittal.
“If necessary, it is necessary to assist state prosecutors in substantiating the position of the investigation, including the organization of the operational appeal of the excessive non -legal sentence. It is necessary to organize the training sessions of investigators, where the permissible errors will be highlighted for the preparation of materials to be sent to the court. To managers need to pay close attention to the quality of basic procedural documents, apply strict disciplinary action measures to investigators who have committed procedural violations that entailed the adoptive sentences, ”the chairman of the UK added.
In 2021, more than 73 thousand criminal cases against about 82 thousand people were sent to the Russian courts. At the same time, the courts justified less than 1% of the defendants.
