
The State Duma introduced a bill on the organization of local self -government, which, among other things, abolished urban and rural settlements. The document is published on the Duma website.
The project provides that local government is carried out in urban districts, municipal districts and intracity municipalities of cities of federal significance. At the same time, the bill abolishes the municipalities of the first level - urban and rural settlements. If the law is adopted, the administration and deputy councils of such settlements will cease - these territories will be part of urban or municipal districts.
For mayors and all local authorities, the authors of the document propose to establish a unified term of powers of five years (in St. Petersburg and now such a period is valid). According to TASS, the bill increases the responsibility of the heads of municipalities to the heads of regions. According to Senator Andrei Klishas, the governor will have the right to remove the head of the MO or the local administration, if he did not eliminate their cause within a month after the warning or reprimand.
Until January 1, 2028, the authors of the document propose to establish a transition period, but the bulk of the provisions should enter into force on January 1, 2023.
