
In Belarus, a draft change in the Constitution was released. The document, in particular, says that the restriction on the number of presidential terms will begin to act after the newly elected president will take office. The referendum on amendments should be held no later than February 2022, a public discussion will take place before.
It also states that the president can be shifted from the post of the All -Belorussian People’s Assembly in the event of a systematic or gross violation of the Constitution, or the commission of a Stateizer, or another serious crime (now the president can only be ahead of schedule by decision of the parliament with persistent inability for health reasons.
According to the project, the president will be able to introduce a state of emergency in the event of a rebellion, “mass and other” unrest (now this is possible in the case of a spontaneous disaster, disaster, as well as riots with violence or a threat of violence, as a result of which there is a danger of the life and health of people, territorial integrity and existence of the state).
The document also notes that the president who has stopped execution will be able to become a lifelong senator, and the All -Belorussian People’s Assembly is represented as the “Higher Representative Body of the School”.
In a conversation with The Insider, a member of the Belarusian Coordinating Council Pavel Latushko (on which several criminal cases in Belarus was instituted ) called the amendments of pseudo-changes that will not lead to any changes within the state in terms of the development of civilian institutions and democratic institutions in Belarus.
“This document confirms the preservation of the exclusive power in the hands of the dictator, it is aimed at strengthening the dictatorship in Belarus. An attempt to submit the All -Belorussian People’s Assembly as a body of democracy is flawed, because in fact, each state has a division of branches of power into legislative, executive and judicial. In Belarus, the separation of the branches of the authorities does not exist, but another authority is introduced - either legislative, or executive - which is supposed to take part of the functions. From the point of view of the number of people elected, this body is an absolutely artificial superstructure, a screen for actually continuing the internal policy that the dictator Lukashenko pursued. All his decisions will most likely be declarative in nature, ”Latushko said.
Latushko noted that the amendments actually said that the elections to the parliament and local authorities will be held in February 2024, and there is no talk of presidential elections there at all. “Lukashenko leaves the main demand of the society that new elections of the head of state in Belarus should be held. Local authorities actually extend their powers for another two years. The elections should have been in February 2022, and now the powers are extended to 2024, so our position, democratic forces, is not canceled, we will counteract this crime that Lukashenko is trying to commit. We offer Belarusians to go to this pseudo-referendum and do everything so that these ballots are invalidated and this referendum with them, ”Latushko said.
