Administrative cases under Art. 20.3.1 Code of Administrative Offences. January 2022

After the partial decriminalization of Art. 282 of the Criminal Code in the Code of Administrative Offenses, a new article appeared - 20.3.1 of the Code of Administrative Offenses (inciting hatred or enmity, as well as humiliation of human dignity). We collect the resolutions issued on it into a single list on a monthly basis.

On January 24, 2022, the Kominternovsky District Court of Voronezh fined Alexander Nikolaev 10,000 rubles for publishing comments on the Internet in the public domain: “Ruslan, I agree, light a cigarette from candles in the temple, it’s somehow ... I had to set fire to the abbot’s cassock and light it from it,” "It's you who are confusing, *** dumb-faced, it's you ***, *** who worship God. Comments were written on the post "In Transbaikalia, a juvenile TikToker blogger lit a cigarette from a candle in a cathedral for the sake of hype, you know how ***, read your bible, it is *** written for you, so that you know who your masters are ... A brainless ram, you will soon explode in their prayers, your sect *** everything is fine."
On January 13, 2022, the Sovetsky District Court of Krasnodar fined D. Timofeev 10,000 rubles for publishing a certain statement on the social network VKontakte under the pseudonym Danya Frolov, which was regarded by law enforcement agencies as inciting hatred.
On January 28, 2022, the Ishimbay City Court of the Republic of Bashkortostan fined Vladimir Barsukov 10,200 rubles, finding him guilty of posting a comment in a group on the VKontakte social network that called for violence against ethnic Armenians.
On January 28, 2022, the Murom City Court of the Vladimir Region fined I. Pudov 10 thousand rubles for publishing an anti-Semitic leaflet on the Internet.
On January 18, 2022, the Sovetsky District Court of the city of Kazan of the Republic of Tatarstan fined local resident Nina Lobanova 10,000 rubles, finding her guilty of posting xenophobic comments directed against immigrants from Tajikistan in the Overheard Kazan community on the VKontakte social network.
On January 28, 2022, the Kuznetsk District Court of the city of Novokuznetsk, Kemerovo Region, fined Sergey Kochkin 10,000 rubles, finding him guilty of publishing a comment in the community "Everything is fine, this is Novokuznetsk" on the social network "VKontakte", directed against "persons belonging to the government" . Kochkin's comment reportedly "affirms the necessity and desirability of violent action against them."
On January 26, 2022, the Taganrog City Court of the Rostov Region fined Kirill Molchanov 10,000 rubles for publishing certain materials on a social network.
On January 21, 2022, the Soviet District Court of the Lipetsk Region fined Sergei Rybin 5,000 rubles, finding him guilty of publishing comments in Odnoklassniki calling for the destruction of law enforcement officers. Rybin admitted his guilt and declared remorse.
On January 25, 2022, the Gergebil District Court of the Republic of Dagestan fined local resident Patimat Mirzaalimagomedova twice, finding her guilty of posting comments on a social network calling for the killing of police officers.
On January 25, 2022, the Elista City Court of the Republic of Kalmykia arrested a local resident, Mingiyan Kekelyaev, for 1 day, finding him guilty of posting statements against representatives of certain ethnic groups on a social network.
On January 27, 2022, it became known that the Yasnogorsk District Court of the Tula Region fined 26-year-old local resident Sergei Batazov 10,000 rubles, finding him guilty of posting anti-Christian materials on the VKontakte social network. Recall that earlier, on January 5 this year, Batazov was fined 1,000 rubles for publishing materials with Nazi symbols on the same social network.
On January 27, 2022, it became known that in Belgorod a 43-year-old local resident was fined 10,000 rubles by a court, finding him guilty of publishing a comment under a video depicting some "unauthorized protests", which was seen as incitement to hatred. To whom exactly, unfortunately, is not reported. Most likely - to law enforcement officers.
In January 2022, in the Pskov region in the Pytalovsky district, a resident of the village of Nizhniye Savintsy was fined 10,000 rubles for publishing texts on her page on the social network VKontakte, "in which she propagated hatred and enmity towards state authorities, as well as materials degrading the dignity of a person according to sign of nationality." The decision was appealed, but the court upheld the decision.
On January 17, 2022, the Sovetsky District Court of Tula fined Anton Skorobogatov 10,000 rubles for publishing posts humiliating women on the VKontakte social network.
On January 11, 2022, the Oktyabrsky District Court of the Republic of Mordovia fined 32-year-old local resident Andrey Boriskin twice 10,000 rubles, finding him guilty of posting two videos on the social network VKontakte that were directed against representatives of certain ethnic groups and contained incitement to violence. The young man admitted his guilt.
