Belarus does not participate in the war in Ukraine, according to a report by the Moscow mechanism of the organization on security and cooperation in Europe (OSCE).
“Although Belarus allows you to use its territory to apply Russian strikes in Ukraine, the mission of <OSSE> believes that as of April 1, it is not a side of the armed conflict, until it itself committed the acts of violence or other actions that would be a direct part in military operations,” the report says.
The document says that NATO is also not a side of the armed conflict, although the member countries of the Alliance supply weapons to Ukraine.
In addition, the OSCE experts came to the conclusion that Russia is responsible for the shelling of the maternity hospital and the drama theater in Mariupol - the organization recognizes this with military crimes.
The report also documented cases of rape, looting, executions, attacks on hospitals and attacks on civilians from the Russian military. “The OSCE mission received several messages according to which the Russian military arrested civilians, including journalists, and subjected them to cruel circulation, which can be equated with torture,” the document says.
Data on the murders of civilians in Buch, recorded in early April, did not enter the report.
The OSCE recorded violations from Ukraine: the spread of weapons among the civilian population, the murder of prisoners and the creation of the Telegram channel “Look for your own”, where photographs of unidentified dead Russian soldiers and videos with prisoners are published.
The invasion of Russian troops in February began, including from the territory of Belarus, where they were transferred under the pretext of conducting joint teachings. Also, missile strikes are delivered from the territory of Belarus - Lukashenko called this “forced step”.
