The legislation on "foreign agents" in Russia appeared back in 2012. The law allowed the Ministry of Justice to recognize non-profit organizations by “foreign agents” if they receive financing from abroad and are engaged in “political activities”. The criteria for which such activities are determined are not clearly defined in the law, which allows the authorities to persecute organizations working in the field of education, culture, healthcare, ecology, and the protection of human rights. At the same time, over the nine years of the existence of the law, he was tightened several times, expanding its effect not only on the organization, but also on individuals.
The Ministry of Justice began to bring Russian citizens to the new register of "foreign agents" at the end of 2020. Over the past year, 83 publications and individuals have been included in the register of the media, “foreign agents”, 10 organizations were included in the list of NKO-“foreign regents, three more projects were included in the list of unregistered“ foreign agents ”associations. Last year, three laws were adopted, tightening responsibility for violations for “foreign agents”.
President Vladimir Putin signed a law on individuals - "foreign agents" at the end of 2020, but no one was included in it for a long time. All individuals recognized by "foreign agents" fell into the register of the media, "foreign agents".
On April 5, 2022, the Ministry of Justice for the first time replenished the register of individuals - "foreign agents" - they included Russian -Ukrainian journalists Yevgeny Kiselev and Matvey Ganapolsky.
Deputies of the State Duma also developed a bill, which will allow the media and NPO to assign the status of a "foreign agent" without financing abroad. Deputies invited people or organizations to recognize foreign agents who receive "support or are on foreign influence in other forms." The new version of the law provides for additional restrictions: persons included in the register will not be able to apply for the organization of rallies, engage in teaching and educational activities, receive state grants. At the request of the Ministry of Justice, Roskomnadzor can block the website of a foreign agent due to violations, for example, in the absence of marking. In addition, the currently existing register of "foreign agents" will be combined into one.
