
By today's decree of President Putin, two people were immediately appointed to the highest positions in the judicial authorities of the Vladimir region. Both are in the past investigators and prosecutors.
On the basis of the Decree of the President, Yaroslav Korovkin was appointed deputy chairman of the Vladimir Regional Court for a 6-year term of office. Earlier, he worked as a senior investigator, then a prosecutor in several areas of the Vladimir region. In connection with the work in law enforcement agencies, Korokovkin was released from service in the army. His wife holds the position of insurance manager at Service Reserve LLC, which, according to the qualification collection, will not lead to a conflict of interests due to the “high moral qualities” of Korokovkin.
Oleg Zhukov was appointed chairman of the Kameshkovsky district court of the Vladimir region for the same time. In the past, as follows from the decision of the qualification board, he similarly worked as an investigator and senior investigator, as well as the deputy prosecutor. Later he held the posts of the judge of the Vichug City Court of the Ivanovo region, deputy chairman and acting chairman of the Frunze District Court of the city of Ivanovo.

Recall that back in 2018, the researchers of the Institute of Law Problems prepared a report on the sources of replenishment of the judicial corps. Based on the results of the research, it turned out that most often former security officials, investigators, prosecutors and employees of the vessels of courts become judges. The lawyer experience, in turn, on the contrary, interferes with getting a mantle. According to experts, this is explained by the desire of the authorities to manage the judicial corps, for which obedient judges are needed.
“The advantage of the selection is given to candidates from the apparatus of the court, because, firstly, secretaries and assistants know the“ cuisine ”of judicial office work and have skills in“ typical ”cases. Secondly, with the extremely low wages of secretaries and assistants, the personnel policy, which clearly demonstrates the possibility of an employee of the apparatus to become a judge, avoids the shortage of “hardware” personnel and holds the judicial system in an efficient state. Thirdly, an employee of the apparatus is familiar to those who select personnel, unlike the “man from the street”. Fourth, employees of the apparatus of courts and law enforcement agencies are more likely to be evaluated by those who select personnel, as “their own” and “systemic” than lawyers and lawyers from the private sector ”,
