
The Grand Setun Plaza business center, caught in the morning of June 3 in the west of Moscow, called the City Hall back in 2014 “Samostroy”. This was told by the head of the State Inspectorate for Real Estate Sergey Shogurov in an interview with how the department reveals Samostroy using aerial photography. As The Insider found out, now the building is not even listed on the cadastral map.
“A classic example of self-building is a beautiful ten-story building of the Grand Setun Plaza business center on ul. Gorbunova, possession 2, building 3, which was erected at the site of the VILS exhibition hall in the industrial zone without permits for construction and land plot. Through a spatial analysis of orthophotoplans, imposition of archival and actual photographs, we got such unexpected results, ”Shogurov explained.
The Special Corps of Medusa Ivan Kolunov in 2018 wrote that Grand Setun Plaza was really listed as a one -story building, but only a few years. Now, as The Insider found out, the address of the house on Gorbunov Street House 2 (official address of the business center) is in the federal address system (FIAS), however, the cadastral number assigned to him indicates a neighboring building. A plot of land and the construction on it in the place where the Grand Setun Plaza stands is absent on the cadastral map.
This building was built by the development company Plaza Development, the former owner of which, Mikhail Abramov, died as a result of the collapse of a private helicopter near the Greek Island in the summer of 2019. Abramov was engaged in these and other projects together with his business partner, the owner of the Absolut group Alexander Svetkov. Svetakov and Abramov, in addition to the Grand Setun Plaza, built Moscow Barclay Plaza BC on Barclay and W Plaza Street on the Warsaw highway.
There were similar problems with “W Plaza” as Grand Setun Plaza: the Moscow Department of Urban Property in 2021 appealed to the court demanding that the BCs recognize the BC by self -construction and demolish it at the expense of the owner. In April 2022, the Simonovsky court refused to the authorities: the court ruled that the building is not dangerous for people's life and health.
The fire in the Grand Setun Plaza BC occurred at the very beginning of the working day on Friday, June 3. Firefighters brought 120 people out of the building, according to the Baza publication, 11 people were injured due to the fire. The cause of the fire is not yet called.
