Administrative cases under Art. 20.3 Code of Administrative Offences. July 2022

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month. The data are given without taking into account the decisions of the courts, which we consider to be clearly unlawful. And also without taking into account the decisions regarding the symbolism of the banned AUE movement.

• On July 27, 2022, the Takhtamukaysky District Court of the Republic of Adygea fined Batyr Usiya 1,000 rubles for uploading a photo of a flag with the logo of the international terrorist organization "Islamic State" to his Bat Us profile on the Odnoklassniki social network in February 2022 .
• On July 25, 2022, the Chertanovsky District Court of Moscow fined Andrei Burdakov for publishing materials containing Nazi symbols in open access on VKontakte.
• On July 19, 2022, the Tushinsky District Court of Moscow fined Gainulin A. 1,000 rubles for publishing a photo with the Nazi symbols “Swastika” on VKontakte.
• On July 20, 2022, the Nagatinsky District Court of Moscow sentenced Yevgeny Yanenko to 5 days of arrest for demonstrating tattoos on his neck and leg depicting the emblems of Germany of the Third Reich in the courtyard of a residential building.
• On July 12, 2022, the Nagatinsky District Court of Moscow sentenced Masko Aleksey to 7 days of arrest for demonstrating a tattoo on the shoulder of his left arm with the image of the Nazi symbols "Swastika" in the train carriage.
• On July 11, 2022, the Zelenogradsky District Court of Moscow fined Korolev Sergei 2,000 rubles for publicly displaying a tattoo depicting the Nazi swastika used by Nazi Germany and the emblem of the 3rd SS Panzer Division.
• On July 12, 2022, the Khoroshevsky District Court of Moscow fined Kosov Pavel 1,000 rubles for posting on a social network in the public domain a photo image with Nazi symbols “double Zig runes”.
• On July 9, 2022, the Zelenogradsky District Court of Moscow sentenced Alexander Zinin to administrative arrest for 15 days for publicly displaying Nazi symbols.
• On July 6, 2022, the Zelenogradsky District Court of Moscow sentenced O. Tikhonov to administrative arrest for 8 days for publicly displaying Nazi symbols - a tattoo depicting the emblem of a black eagle holding a stylized oak wreath in its paws, with a swastika in the center, which is the official state symbol of Nazi Germany.
• On July 28, 2022, the Savelovsky District Court of Moscow fined Mikhail Pichugov 2,000 rubles for displaying a symbol in the form of a skull and a five-pointed star on the front side of a T-shirt, similar to the Nazi symbols at the CSKA-Zenith football match.
• On July 14, 2022, the Gagarinsky District Court of Moscow fined T. Fedoseyeva 1,000 rubles for publishing the symbols of an extremist organization on a social network in the public domain.
• On July 12, 2022, the Gagarinsky District Court of Moscow fined A. Popov 1,000 rubles for publishing the symbols of an extremist organization on a social network in the public domain.
• On July 12, 2022, the Oktyabrsky District Court of Novorossiysk fined Arkady Korenev 1,000 rubles for posting extremist audio files on VKontakte on his page.
• On July 26, 2022, the Nakhimovsky District Court of Sevastopol fined Stanislav Sergeev 1,000 rubles for demonstrating in a public place a tattoo on his chest with the state emblem of Nazi Germany (Third Reich).

• On July 21, 2022, the Solombalsky District Court of Arkhangelsk fined Renat Shukhobov one thousand rubles for demonstrating a tattoo with the Black Sun symbol on his left elbow in the building of the neuropsychiatric dispensary. In court, Shukhobov stated that he considered the Black Sun tattoo "a symbol of belonging to the Slavs" and did not know that this symbol refers to Nazi symbols. In August 2022, the ruling of the court entered into force.

• On July 6, 2022, the Oktyabrsky District Court of Irkutsk fined E. Kraskov one thousand rubles, finding him guilty of publishing three photos with Nazi symbols in a chat on the VKontakte social network. One shows Adolf Hitler in military uniform with a swastika on his sleeve, the second, as far as can be understood from the description, is a photo of a flag with a swastika, and the third shows the person involved in the case with his hand raised in a Nazi salute.

• On July 22, 2022, the Zadneprovsky District Court of the city of Smolensk arrested Alexander Lebedev, a local resident, for 2 days for posting a photo collage with a swastika on a social network. It is reported that the collage is based on a historical photo, the meaning of which was distorted in order to promote Nazism. In August, the same court imposed a similar punishment on another resident of Smolensk, who also posted this collage on the social network.

• On July 21, 2022, the Leninsky District Court of Saransk fined Nadezhda Pozdnyakova 1,000 rubles 10 times for publishing various images with Nazi symbols. We are talking about photographs of the leaders of Nazi Germany and Fascist Italy, as well as pictures with the coat of arms of the Third Reich, SS symbols, etc.

• On July 6, 2022, the Oktyabrsky district of Saransk fined local resident Taras Mikhailevich 5 times for 1,000 rubles, finding him guilty of publishing 5 videos with Nazi symbols on the VKontakte network. The videos were posted in 2010, 2013, 2016 and 2020.

• On July 11, 2022, the Central District Court of the city of Sochi, Krasnodar Territory, fined Stanislav Martynov 1,000 rubles for publicly displaying a swastika tattoo on his bare right shoulder.

• On July 9, 2022, the Adler District Court of Sochi, Krasnodar Territory, arrested Aleksey Mezhnek-Plekhanov for 15 days, who was traveling on the Krasnodar – Imeretinskiy Kurort train. It was stated that Mezhnek-Plekhanov publicly demonstrated Nazi symbols on his right and left hands, namely tattoos in the form of lightning bolts (apparently referring to the symbols of the SS).

• On July 8, 2022, the Oktyabrsky District Court of the city of Arkhangelsk fined 33-year-old Vitaly Lyakh 1,500 rubles for posting photos of his tattoos with Nazi symbols on his page on the social network VKontakte between 2011 and 2022. In addition, V. S. Lyakh in the same period posted publications with images of the eight-pointed star of the extremist organization A.U.E.

• On July 6, 2022, the Oktyabrsky District Court of the city of Irkutsk, Irkutsk Region, fined Yegor Kraskov 1,000 rubles for posting several photos with Nazi symbols in the White Wrestling chat on the VKontakte social network (a flag with six stripes with a swastika in the upper left corner and a photograph Adolf Hitler) between September 2021 and February 2022. Moreover, when checking the phone of E. Kraskov, a photograph of Kraskov himself was found, demonstrating the Nazi salute.

• On July 26, 2022, the press service of the Ministry of Internal Affairs for Sevastopol announced that an administrative protocol had been drawn up against a 47-year-old resident of Sevastopol. Earlier, in the course of Internet monitoring, law enforcement officers discovered a photograph "in which a man with a tattoo in the form of a swastika posed on a local beach." He was taken to the police station. The detainee said that he got the tattoo in 1998 in prison, "as a sign against the current government."

• On July 9, 2022, the Tuapse District Court of the Krasnodar Territory arrested Dmitry Barinov, a resident of Moscow, for 15 days for demonstrating tattoos with Nazi symbols on the beach of a boarding house in Olginka.

• On July 8, 2022, the Tuapse District Court of the Krasnodar Territory arrested Ilya Alushkin, a resident of Moscow, for 15 days for demonstrating tattoos with Nazi symbols on the beach of a boarding house in Olginka.

• On July 18, 2022, the Kimovsky District Court fined 26-year-old Vladislav Sarafannikov for posting images of Nazi symbols on a social network.

• In July 2022, it became known that in the Komi Republic, an 18-year-old resident of Ukhta was arrested for three days for painting Nazi symbols on the facades of three houses. Initially, he was fined 6,000 rubles. The fines had to be paid within 60 days from the day the court decision entered into force. When the deadline expired, the executive documents were presented to the OSP for Ukhta. The bailiff set the debtor a five-day period for the voluntary fulfillment of the requirements, which he ignored. As a result, the magistrate took into account the circumstances of the case, the identity of the perpetrator and imposed a punishment in the form of administrative arrest.

• On July 21, 2022, the Russian Ministry of Internal Affairs for the Jewish Autonomous Region announced that a teenager from Birobidzhan (born in 2006) was punished for posting an image with Nazi paraphernalia and symbols on a personal page on a social network.

• On July 5, 2022, the Megion City Court of the Khanty-Mansiysk Autonomous Okrug - Ugra fined 36-year-old local resident Olesya Ruznyaeva, finding her guilty of publishing a "homemade photo collage in the form of a swastika" on a social network.

• On July 7, 2022, the Gorodetsky City Court of the Nizhny Novgorod Region fined Vladimir Chikst 1,000 rubles for demonstrating a tattoo with a fascist cross in a public place.

• On July 7, 2022, the Rudnichny District Court of the city of Kemerovo fined A. Panasenko 1,000 rubles, finding him guilty of publishing an image with a swastika on the VKontakte social network. In addition, the court on the same day fined Panasenko under Art. 20.29 of the Code of Administrative Offenses (dissemination of extremist materials).

• On July 2, 2022, the Central District Court of the city of Sochi, Krasnodar Territory, arrested P. Pak for three days, finding him guilty of demonstrating two tattoos with Nazi symbols. Park walked bare-chested, which made it clear that he had two swastika tattoos on his left arm and stomach.

• On July 6, 2022, the Permsky District Court of the Perm Territory fined Yulia Grindyuk 1,000 rubles for publishing on her VKontakte page under a pseudonym in the public domain an image of the emblem of the 3rd SS Panzer Division.
