Administrative cases under Art. 20.3 Code of Administrative Offences. August 2022

Due to the increase in the number of administrative cases under Art. 20.3 of the Code of Administrative Offenses (propaganda and public demonstration of Nazi symbols and symbols of banned organizations), we combine such cases into a single list for each month. The data are given without taking into account the decisions of the courts, which we consider to be clearly unlawful. And also without taking into account the decisions regarding the symbolism of the banned AUE movement.

On August 30, 2022, the Krasnoperekopsky District Court of the Republic of Crimea arrested Andrei Solodkiy for 10 days for posting a photo of soldiers with Nazi symbols on the VKotakte social network. In what context the photo was posted, unfortunately, was not reported.
On August 5, 2022, the Lermontov City Court of the Stavropol Territory twice fined Mark Shirovsky 2,000 rubles for posting images with a swastika on the VKontakte social network. He posted one on his page, the second - in one of the groups.
On August 30, 2022, the Sengileevsky District Court of the Ulyanovsk Region fined A. Kochetkov 1,500 rubles for posting an image of a Nazi swastika on VKontakte.
On August 3, 2022, the Murom City Court of the Vladimir Region fined Dmitry Chiyanov 1,500 rubles for demonstrating his own tattoo with the coat of arms of Nazi Germany.
On August 8, 2022, the Oktyabrsky District Court of Stavropol fined Vitaly Popov 1,500 rubles for publicly showing a tattoo on the forearm of his right hand depicting two combined zigzag lines in the form of lightning (“zig”).
On August 9, 2022, the Minusinsk City Court of the Krasnoyarsk Territory fined prisoner Viktor Makeev one thousand rubles for a tattoo with a swastika on his left leg.
On August 15, 2022, the Sovetsky District Court of Orel fined Mikhail Kozlov one thousand rubles for posting a photograph on a social network that has a symbol - the Odal rune, which was used in Nazi Germany as the official symbol of one of the structural divisions of the SS of the Ahnenerbe society.
On August 4, 2022, the Leninsky District Court of the Tula Region fined Andrey Panush 1,500 rubles for posting material of an extremist nature on VKontakte — the symbols of a banned organization.
On August 31, 2022, the Lomonosovsky District Court of Arkhangelsk fined Yevgeny Pavlovets, who is serving a sentence in a colony, one thousand rubles. According to the court report, Pavlovets, having bared his torso, publicly demonstrated to other convicts the symbolism in the form of a Nazi swastika.
On August 15, 2022, the Nizhneomsky District Court of the Omsk Region fined Yevgeny Kirillov one thousand rubles for demonstrating in a public place a tattoo on his left elbow with a Nazi swastika of Nazi Germany.
On August 5, 2022, the Isakogorsky District Court of Arkhangelsk fined Yuri Gerasimov one thousand rubles for showing tattoos with a swastika on the back of the fingers of his left hand to other convicts while undergoing treatment at the FKU OB UFSIN of Russia in the dining room.
On August 16, 2022, the Rzhev City Court of the Tver Region fined E. Titov, who is serving a sentence in a colony, one thousand rubles. According to the court’s report, on June 28, 2022, Titov, who is serving his sentence in PKU IK-7 of the Federal Penitentiary Service of Russia in the Tver Region, publicly showed other convicts his own tattoos with the “Svarog square” - the symbol of the extremist organization of the Primorsky regional public organization “Union of Slavs”, and the “valknut ” - the symbolism of the national-radical association “Misanthropic division”.
On August 17, 2022, the Rzhevsky City Court of the Tver Region fined Alexander Ipatov, who is serving his sentence in a colony, one thousand rubles. According to the court’s report, on July 12, 2022, Ipatov, in cell No. 12 of the FKU SIZO-3 of the Federal Penitentiary Service of Russia in the Tver Region, baring his torso, publicly showed other convicts his own tattoos with Nazi symbols.
On August 16, 2022, the Rzhev City Court of the Tver Region fined M. Pavlov one thousand rubles, who is serving a sentence in FKU IK-7 of the Federal Penitentiary Service of Russia in the Tver Region. Pavlov, in the educational work building of the quarantine department in the colony, undressed to the waist and showed other convicts his own tattoos on his shoulders and chest with a swastika and the symbol of the National Socialist German Workers' Party "Party Eagle".
On August 28, 2022, the Birobidzhansky District Court of the Jewish Autonomous Region drew up an administrative protocol for displaying Nazi symbols against Pavel Efremov.
On August 3, 2022, the Leninsky District Court of Sevastopol arrested Roman Zakharov for five days for demonstrating a tattoo with a swastika on his leg on the city beach.
On August 24, 2022, the Neryungri City Court of the Republic of Sakha (Yakutia) fined Zinaida Tsyguleva one thousand rubles for posting on Instagram a photo of herself with her husband, who has a swastika on his chest. The court noted that it was not able to confiscate the item with which the offense was committed, since "... confiscation is understood as the forced gratuitous conversion into federal property of ... things, while a page of a social network cannot be turned into federal property free of charge or in the ownership of the subject of the Russian Federation".
On August 31, 2022, the Central District Court of Novokuznetsk, Kemerovo Region, fined 31-year-old Anton Trushev one thousand rubles for riding a motorcycle wearing a helmet with a swastika and the symbol of the Third Reich.
On August 26, 2022, the Central District Court of Novokuznetsk, Kemerovo Region, fined 31-year-old Anton Trushev one thousand rubles for posting a picture with Nazi symbols on a social network.
In August 2022, the Abinsk District Court of the Krasnodar Territory fined a 36-year-old resident of the district for posting Nazi symbols on a social network.
On August 18, 2022, the Abinsk District Court of the Krasnodar Territory arrested Elena Myagkaya for 15 days for “publicly demonstrating the slogans of Nazi symbols and paraphernalia.”
On August 18, 2022, the Kirovsky District Court of Volgograd fined local resident Alexander Gubin one thousand rubles for posting a picture with the flag of Nazi Germany on the VKontakte social network.
On August 18, 2022, the Kirovsky District Court of Volgograd arrested a 29-year-old previously convicted local resident for seven days for displaying Nazi symbols. The young man reportedly posted banned symbols on the window of his apartment.
On August 17, 2022, the Sovetsky District Court of Bryansk fined a local resident one thousand rubles for showing a tattoo with a swastika on his shoulder.
On August 15, 2022, it became known that the Leninsky District Court of the Republic of Crimea arrested for ten days a resident of the city of Shchelkino, Leninsky District, because he, being a DJ, turned on the Ukrainian song “Wild Field” in a cafe with a demonstration on the projector of symbols prohibited in Russia Regiment "Azov". At the trial, he said that he put the song on the order of one of the cafe visitors and did not know what video sequence was going to it.
On August 3, 2022, the Zadneprovsky District Court of Smolensk arrested local resident Ilya Gaev for two days for posting a photo collage with a swastika on a social network. It is reported that the collage is based on a historical photo, the meaning of which was distorted in order to promote Nazism. In July, the same court imposed a similar punishment on another resident of Smolensk, who also posted this collage on the social network.
On August 11, 2022, the Vologda City Court fined 22-year-old Vladimir Dechkin 1,000 rubles, finding him guilty of publishing several materials on the VKontakte social network containing images of Nazi symbols, including the swastika and the flag of the Third Reich.
On August 8, 2022, the Usmansky District Court of the Lipetsk Region fined a local resident 1,000 rubles for demonstrating a tattoo with a swastika stuffed on his leg.
On August 9, 2022, it became known that in the Kaluga Region, a court fined a local resident born in 1979, finding him guilty of publishing a video with Nazi symbols. Details, unfortunately, were not reported. In addition, the Kaluga resident was convicted under Art. 20.29 of the Code of Administrative Offenses (distribution of prohibited materials) and Art. 20.3.1 of the Code of Administrative Offenses (inciting national hatred).
On August 1 and 2, the Leninsky District Court of Yaroslavl fined two local residents, V. Trofimov and A. Semenov, 1,000 rubles. It is reported that the police were contacted by neighbors who saw through an open window graffiti with the coat of arms of the Third Reich on the wall in the apartment on the ground floor where both young men lived.
On August 3, 2022, the Leninsky District Court of the city of Sevastopol arrested a 43-year-old tourist from the Komi Republic for 5 days for demonstrating a tattoo with the coat of arms of the Third Reich. The man was detained on one of the beaches after a local resident complained to the police.
