But the IT market itself does not share this optimism. Last week it became known that the industry received armor, on this - on what conditions. Last Monday, the Ministry of Cyphra published an order with the list of specialties in IT and communication, which recommends a delay from mobilization. The specialties themselves were urgently collected in the market before coordinating the final list from the Ministry of Defense.

The list turned out to be wide: in it 195 specialties, and along with “laser technology” and “cryptography”, there is “architecture” and “sociology” in it. But the case is not limited to the specialties themselves. Prior to the formation of the list, Shadaev met with representatives of the IT industry, the knowledgeable interlocutor told The Bell.

• Firstly, according to the minister, only those who have a specialized education will be able to apply for a delay, and the highest one is “retraining is not considered”. “It was one of the points for which Minzifra was beating, but could not defend,” says the Bell interlocutor, familiar with the negotiations of the Ministry of Construction and the Ministry of Defense under the conditions of delay. The day after the publication of the list of specialties at the "State Services", a form for collecting data from employees of IT companies and telecom operators appeared. The employee himself fills out the application, “but it is necessary to attach a form of confirmation of his compliance with the necessary requirements signed by the electronic signature of the organization’s general director. What will IT companies do

If the banks who also received the right to reservation of their employees, the Central Bank put up the condition to enter no more than 30% of the “numerical composition of personnel”, then the Ministry of Cyphra did not introduce such restrictions for IT companies. But what the IT companies will do with the criterion for the employee of “critical functions” is unclear. In one of the largest players in the The Bell market, they said that they would not filter the lists of employees according to this parameter, in the other - that in their case, almost everyone falls under this definition.

In any case, even after filling out the form on the "public services", there will be no guarantees that a person will really receive a delay. After sending the form, the user receives a system message (The Bell saw how it looks). It says that the decision on the deferred is made by the Ministry of Defense. “No certificates and papers are issued. You just will not receive a summons, ”adds in it.

There will be no separate resolution or decree for ITSHNIKS. All armor decisions are transferred directly from the Ministry of Defense to the Ministry of Construction, they are classified and are not subject to publication, the minister gave such an explanation at a meeting with the industry. That is, nothing that could be challenged in court, in the hands of the companies, one of them states.

At what level will the armor decisions be made for a particular employee of the IT company is also incomprehensible, but most likely this will not happen at the level of the district military commissariats, but in the General Staff, the Q&B Bureau lawyer argues.

“According to the law, a person must notify the military registration and enlistment office himself about changes in his data, but most often no one does this. Therefore, in most cases, the military registration and enlistment office has a set of information that was submitted by a citizen during the period of service, ”the lawyer explains. The district military commissariats do not have a single base to verify information about a citizen, all their information is limited to the one that they entered into the paper account at the moment when the person was quit from the service or received a military ticket, continues Shuldeev: “After submitting applications for armor through the“ public services ”, in fact, the Ministry of Defense should approve the reservation for each employee and send about this information to the district information on this information on this information Military Commissariat. But not only the employees themselves, but also many IT companies are in no hurry to count on luck and goodwill. “We serve everyone in a row, who at least formally fit the criteria,” says the interlocutor of The Bell in a large IT company. But whether such lists are consistent with the Ministry of Defense - no one knows. “In theory, everyone can agree, but they can - units,” he argues.

“We were hinted to all that if there is an opportunity-leave and work remotely, although it is forbidden in the head company,” says The Bell interlocutor in one of the subsidiaries of IT structures of a large state-owned company. “They warned - not to tell anyone [about leaving]: they say, you are working on the remote,” he continues. The efforts of the relevant ministry and IT companies are really not a panacea. Over the past two weeks, employees of IT companies have already received hundreds of summons, the Bell found out . For example, in Yandex this is about 180 people, two interlocutors of The Bell, familiar with the situation in the company, told. Its lawyers advise workers and their loved ones on mobilization issues, says one of them. In another online service, in which more than a thousand people work, more than 30 summons have already arrived, his employee claims. Worse, with the summons began to come directly to the offices of some Moscow IT companies. For example, this week an employee of the military registration and enlistment office came to Zen, three interlocutors of The Bell company said. “We have many people leave,” says an employee of one of the largest IT companies. “If there is no radical slowdown of the military agenda in the coming weeks, then the blow will be stronger than after February,” the other admits. “Now the war is not somewhere there, she came to every house.” Not many are ready to work in such conditions from Russia.

Given the mobilization, a protracted war is likely to lead to the fact that experts will continue to leave the country for a long time. And sooner or later they will begin to look for work abroad: especially if the Ministry of Finance, as he was going , will increase the tax burden for non -residents. Given that even before the war, the Russian market, according to various estimates, was not enough up to a million people, the shortage of personnel can become a really serious problem.
