"We will reach you"

The military commissar replaced the three Muscovites a military specialty - so the mechanic, cable and musician according to the documents of “steel” by arrows (and now they can go to the front). Here are their stories

During mobilization in Russia , several hundred thousand people were called up for the war. Among them there are people who have never held a weapon in their hands. They receive the summons and - being confident that their military specialties are not relevant - go to the military enlistment offices "to clarify data." As a result, men are taken to military units, but they don’t know what to do with them - people are really not needed at the front . Mobilized for weeks travel to different parts, and then in their military IDs to real VUS, despite the lack of experience, they add a new one - “shooter”. According to Medusa, some mobilized filed a collective complaint with the military prosecutor about unlawful actions on an appeal. We talked with men of “irrelevant” specialties, which they still try to send to war.

How legally to correct a military specialty in a military ticket?

To the question of whether it is legal to enter a new specialty of the in entered ticket, on the government website “Explain.rf” they answer as follows:

“The number of the military accounting specialty (VUS) during the initial registration with military registration is indicated in the military ID. When VUS changes, the number of a new specialty is recorded in the next column after filled. A change of VUS can be made if you have received an appropriate education or specialty corresponding to the new VUS. ”

Lawyer Konstantin Erokhin, who is also engaged in the case of the mobilized IT specialist Timur Izmailov, who died in Ukraine and conducts a profile telegram channel , gave a detailed comment “Medusa”:

Changing VUS in a military ticket cannot be done just at the request of the military commissar. It is illegal to introduce [changes] just how you want it to be more convenient to adjust people under some kind of lists.

VUS can change the official - the question is how it does it, on the basis of what and with what motivation. VUS should change taking into account objective circumstances. In an ideal version, the military commissar must test a person, see who he was in the civil service. Maybe a person worked in a dash or had a sports specialty “Arrow from a bow”. It is clear that in wartime he will most likely be a shooter. If he has category D rights, he can be a driver. If he has a civilian specialty associated with the repair of vehicles, then [at the front] he will be engaged in the repair of equipment.

But the case lies in the little things. The most important thing is that this corresponds to reality. The military commissar as a responsible person should not just enter [the new VUS] into a military ID, as he wants. This should be correlated with the law, instructions and a personal service of the military person.

Any decision of the military commissar should somehow be formalized. Entering a military ID [new military-class specialty] is one thing, but there should be either an order or some explanation for each amendment. A military man, a conscript, a mobilized or his legal representative has the right to request an explanation from an official. Next, you can submit an application either to the prosecutor’s office to check legitimacy, or to the court. I recommend both options.

If, as a result of the fact that a new VUS was set by a person, he died, then, of course, the consequences will lie in the criminal law field. But in general [violators], of course, [threatens] disciplinary [penalty]. A person [who unreasonably entered a new specialty in a mobilized military ID] can be reduced in position or reprimanded.

I received a military accounting specialty in the army in 2012 and went with it all my military service. I never held the machine in my hands, only by the oath. I never shot: when there were compulsory shooting, lay with pneumonia. The machine is not recorded on me, I have never a shooter at all.

The agenda came on October 13, I found it in a mailbox . He took her and went to the military registration and enlistment office, because I was not going to run from anyone and is not going to now. I came to the military registration and enlistment office to clarify the data . There were about a hundred of us. There was a medical board at which they [employees of the military registration and enlistment office] were convinced that my vision fell per unit and was already minus eight, which corresponds to category B in military service. But the military commissar told me that our time is not peaceful, but almost military, so I'm good. I say: "Are you sure that you need my military specialty?" He replies: “They will figure it out there,” and gives me a mobilization agenda for October 15.

On the appointed day, I came to the military registration and enlistment office. We drove by bus towards Patriot Park , where the Avangard children's camp is located. There were 48 people, they fed, they gave where to sleep, there was hot water, shower. The next morning, the so -called buyers began to come - people who recruited their specialties mobilized with the necessary specialties. For three days, seven people were taken - the most healthy, trained and with the right specialties. For example, a machine gunner, several drivers with the necessary categories, two scouts. On the fourth day, we were taken to the Moscow Higher Combined Arms Command School (MVOKU) in Kuzminki. There was another large “purchasing” point where many people were eliminated - 21 people remained. We were announced that since no one needs us, we will go to the military registration and enlistment office to register .

At ten in the evening, the lieutenant colonel and our military commissar [Victor] Kuznetsov called our accompanying person and said that we would not go to any military registration and enlistment office, because he agreed that we would be taken to Patriot again. We were a little detonated, they say, what a mess, but we were told that this is an order. At two in the morning we were brought to the Patriot, fed and put to bed. On the following, for the fifth day, they again led to "customers." They come out and say: “Why did you bring us the same? We have already watched these. ” But in the end, some of the people were distinguished in the second circle and some were still taken away. 14 people are left. The accompanying commissariat began to strip very much that we are all so crooked, wretched and poor, nobody, no one needs and that now he would try to solve something. But we still do not need anyone. We spent the night at the Vanguard .

On the sixth day, we were taken to Noginsk for the training ground of the Strategic Missile Forces named after Peter the Great . They collected everyone in general - “crooked”, “wretched”, “drunk” and not very. Just everyone who remains. There were 14 people from our military registration and enlistment office - all as one with “inappropriate” specialties. We were built on a parade ground, and two people approached. The lieutenant colonel of the unit came out and offered everyone - there were 12 of us - to become arrows. We explained that the arrows of us, to put it mildly, are shitty. He said: “Well then, you don’t suit us,” and told our accompanying man to take us to the military registration and enlistment office. The accompanying person phoned [the military] Kuznetsov and agreed that he would come [to us in the Strategic Missile Forces] and that one devil would take us [to the front]. They chose such a position and adhered to it.

We sat for eight and a half hours on the bus, because we were not needed in the unit. We were not fed there, but we had drypikes. At about 10 o’clock in the evening, [military commissar] Kuznetsov arrived, built us in front of the bus and offered to refuse to participate in mobilization . If we do this, it will draw up an act on us - and then the Investigative Committee will be engaged in us and we will all sit down. No one came out: everyone came to the military enlistment office themselves. He said that in this case he would record us all the arrows, to which we said that his actions are unlawful. Kuznetsov replied that he has the right to put down the specialty that he would consider the necessary. The representative of the military prosecutor’s office - a lieutenant tied to the Strategic Missile Forces of the Noginsky District - [at the military commissar] said that the actions of our military commissar are unlawful. Kuznetsov said: "You understand a lot, I have powers, I will be responsible for my actions." He took our military tickets and left. Having prescribed the positions of the shooters there, he returned and said: "Now there are no problems." And left.

The next morning we were taken to the training ground, where we were sitting on things and waiting for some decision. As a result, we were given orders to appear in the military commissariat for registration. By that time, 10 people were left ( before this, one conscript from the remaining 12 was “removed” from the service, but his fate was unknown, and another was still taken to one of the military units-approx. “Medusa” ). We were loaded into the bus, and with us three people from the Ostankino military registration and enlistment office. They had no problems at all: they were marked in military IDs, the VUS mismatch, registered and they went away.

We arrived at our military registration and enlistment office [in Tsaritsyn] about eight in the evening. There was nobody there except the duty officer and two police outfits that guarded the building. We tried to go in, but we stopped us, explaining that it was ordered not to let us in the order of the military commissar [Kuznetsov]. The captain passed, recorded the fact of [transfer] of our requirements [to appear at the military registration and enlistment office], returned to us and said: “Tomorrow you need to come to the military registration and enlistment office.” The next day is Saturday, the military registration and enlistment office does not work.

We realized that in a day we would “arbitrarily left part” , and began to call all the prosecutors - they accepted the appeal in oral format. Then the captain called the commander Lieutenant General, he scored the district prosecutors, and they called, apparently, to the garrison prosecutor's office. And only after that everyone came to the consensus that we need to issue instructions and oblige us to appear at the military registration and enlistment office in the [nearest] Monday.

On Monday, they all drove us to one office [in the military enlistment office], after which they began to pull out one in the [other] cabinet, where they simply wrote out new summons for the second of November. To the question "Why don't you register?" They answered me: “We will“ finish you ”because mobilization is not finished yet.”

In the military registration and enlistment office, I began to keep a voice record. The comrade who was there, noticed this and called the police outfit. They tried to pull me by the ears under the article almost about the Stateizer . They declared the military enlistment office a “secret object”, [said that] any type of fixation of information is prohibited there, and I [supposedly] violated everything that was possible. The police asked to remove the audio recording, I did it with them so that [them] not to provoke them. But still, Kuznetsov said that they would definitely be taken to the department and hold it there.

Three hours established by law, I was in the department - I was not "detained", but was "delivered", as the police told me. They took an explanatory one from me, where I wrote that I had an audio recording in order to protect myself from the unlawful actions of the military commissar and employees of the military registration and enlistment office. The police officer said that he did not see the corpus delicti, and let go home.

Now we are nowhere. In our hands, mobilization requirements that we should be attached to the part, but since we [with our VUS] are not needed, we can neither go to work, nor take any actions, except for walking around the instances. On the second of November, we will go to the military registration and enlistment office. I am not going to hide from anyone and hide, because I am not saying anything illegal. I want the law to work and that people [guilty] be punished.

The police and the military commissar came to our work [in Moscow], demanded from the employer the data of military tickets to all who served. Right there they wrote out the summons - about 26 pieces. I had a day off, but I came to work and asked: "For what reason I need to go to the military registration and enlistment office?" They say: "Since you are from another region [of the Rostov region], then for data reconciliation." I think once for data reconciliation, then why not go.

I came to the military registration and enlistment office in Tsaritsyn by nine in the morning of October 13. At six in the evening they said: “They will not let you go anywhere, go through the [medical] commission.” The passport and military ID were taken. I went through the medical board, reported on congenital heart disease, flat feet, indicated that my wife had a disability group and was on genetically engineering therapy . He also said who I am on VUS. In the evening they wrote out the agenda, [saying to arrive] with things. I was a little in shock.

On October 15, [at the military registration and enlistment office] we were changed and sent by bus to the Avangard . The next day, command came from Nizhny Novgorod - they took drivers and doctors. On Monday, October 17, they looked again - [we] did not come again. We spent the night again [in the "Vanguard"]. On Tuesday, we were taken to Mvoka - there I looked at my card [and saw] that I did not indicate the suitability category. I went [to the head doctor], and she asked: "Who are you in the specialty?" I say that the sailor cable. She: "Oh, you will not suit [specialty], go to the colonel, he will decide everything." He came to him, the queue defended, he looked at the military ID and said: “Oh, where to determine you? Nowhere, you don’t suit me. ” He handed over my military ID to the eldest and said: “You can take it to the military registration and enlistment office. We do not need him. " He called the military man, but Kuznetsov replied: “No! Sit, wait. " We waited a little and already advanced towards the military enlistment office, as Kuznetsov called and said: “Go to the Vanguard, I agreed.”

We were watched [for selection] the next day. They came from the engineering-saperia troops-they refused: they say that it will not work to make new sappers, [for this] you need at least six months, or even a year, and now [is] the “special operation”, you need to quickly. Then the other [“Buyers”] asked drivers, doctors and officers who could lead. We did not have such.

We again spent the night at the Vanguard, and we were sent to the Strategic Missile Forces - Kuznetsov said to go [there]. It was the 21st number [October]. The command came out and said: “Who is there with what problems? But at first I found out who they wanted to do me, and then I began to resent. They told me: "Sign, and then they will tell you everything." I say: "No, tell us what I will do specifically?" I know that in these parts do not need mattress cables. They say: "We will write to the arrows." But I'm not a shooter! I never held a machine gun and I don’t know what to do with it. I was told that [suitable for me] there is no position. I refused [from retraining to the shooter], the military ID was transferred to the accompanying person.

Then we [those whom they tried to write down in the arrows] were built-someone was from the ship, one of the [troops] communications. But they, too, did not hold weapons in their hands, [during service in the army] sat in a coherent headquarters all day and established contacts. Kuznetsov arrived and said that he would enter us in the military ID, which he would consider the necessary.

Nearby stood the lieutenant of the prosecutor's office - a representative of this part, [also] stood the unit commander. Both the lieutenant and the commander said that it is unlawful to enter the new VUS, since this can only be done after training, when part of the [soldier] for contentment . The soldier passes the whole procedure - tests for shooting and tactics, a test for mental abnormalities - and only then they give him a specialty. And then Kuznetsov took all the military tickets from the escort and went towards the barracks, where there is a table and lighting, [after which he entered the documents of the new VUS].

The command was gone to the unit as shooters, they sent to spend the night in Kolontaevo . I did not understand where we are going, called his wife - she was frightened and called the police outfit. When we arrived, it turned out that we were brought to the local sanatorium for one night. A police outfit arrived in Kolontaevo and recorded that we were entered into a military ID [specialty] “Strelka”. We also conveyed the audio recording [on which you can hear how Viktor Kuznetsov enters the military tickets of mobilized new specialties into military tickets] .

In the morning we were brought to part of the Strategic Missile Forces and prescribed us instructions for registration at the military registration and enlistment office. The KPSN command allocated us a bus and drove to Moscow. The captain went [to the military enlistment office], returned and said: "You will not be allowed [inside], you can go home." We said that we won’t go home, because this is a provocation - if we leave, we can be declared deserters.

We waited three hours while all this would be resolved. When the captain wrote a report on the dissolution until Monday, we all signed that he was aware that no one would touch us before this day and they will not be declared deserters. On Monday, they came to the military registration and enlistment office, and Kuznetsov, as we understood, escaped so as not to see [with us]. His subordinates said that they will not register us, that is, we will be determined in any way with arrows. We were given repeated summons.

On the second of November I am going to [go] to the military enlistment office. If we do not come, we will be wanted, and then already a prison. We [conscripts] are responsible citizens: something happens, we come responsibly. I also came responsibly [to the military registration and enlistment office]. If Kuznetsov finds my, suitable VUS ( this refers to the part where a soldier with such a specialty is needed - approx. "Medusa" ), I will be ready [to serve]. As Putin said, mobilization should be according to the law, in the specialty. [Otherwise] I will just die, my effectiveness will be at zero. It's like a tanker to put on a plane and send him to the sky.

ВУС — музыкант военных оркестров

Мой брат — музыкант. В 2010 году он пошел на срочную службу, сначала в поселке Дальнее Константиново [Нижегородской области]. Там он попал в роту, где его определили в стрелки. Но после двух месяцев курсов молодого бойца он принял присягу и перевелся в военный оркестр в Йошкар-Олу. Всю срочную службу он отслужил в военном оркестре. В военном билете ему присвоили [соответствующую] специальность.

Повестку положили в почтовый ящик. Он был у родителей, не в Москве, так что повестку взяла его жена. Ей в руки никто ничего не давал. Потом домой к жене приходила полиция, говорила, что он уклонист, что это [его отсутствие] может привести к плохим последствиям. На следующий день его начал разыскивать районный совет депутатов. Когда брат вернулся, он сразу поехал в военкомат узнавать, в чем дело. Просто он не из тех людей, кто будет скрываться. Он вообще очень добрый человек, сразу сказал, что будет как будет: заберут — значит заберут. Но мы шли [в военкомат] с мыслью, что он там не нужен.

[В военкомате] мы ждали целый день. Так как он ходит в очках, у него минус три на оба глаза, ему сказали пройти только офтальмолога — больше никаких врачей. Спросили [лишь], жалуется он на что-нибудь. Он никогда ни на что вообще не жаловался. Мне кажется, это неправильно — даже не осматривать человека и отправлять его куда-то. Но в итоге Алексею дали ровно сутки на то, чтобы он собрался.

На следующий день его уже отправили в «Патриот». Алексей пробыл там сутки, и потом всех, кого [вместе с ним] забирали, привезли в Московское высшее общевойсковое командное училище в Люблино. Там руководители войскового командного училища ручкой в военном билете написали новую специальность: слово «музыкант» ввели в скобки и ниже подписали, что он стрелок.

С 10 октября Алексей находится в четвертой кантемировской танковой дивизии на учениях в Наро-Фоминске. Его определили в комендантскую роту . В этой роте 90 человек: они ездят на полигон, у них разные тактические занятия. Мы виделись с ним два раза: им давали выходной на целый день. Им [Алексею и другим мобилизованным] сказали, что они будут находиться в Наро-Фоминске 27 дней. Но все это звучит очень подозрительно, потому что каждый раз [как мы общаемся] он говорит, что кого-то забрали [на фронт]. Куда забирают — никто ничего не говорит.
