The US State Department appropriated Wagner's PMC with the status of an organization that causes special concern, and Russia - a country that causes special concern

Wagner's PMC received from the US State Department the status of “organization that causes special concern,” said US Secretary of State Anthony Blinken. According to Blinken, such a status is given for activities in the Central African Republic. Together with Wagner's PMC, this status received “Ash Shabab” (“Youth Mojahideen Movement”), Boko Haram (Nigerian terrorist Islamic organization), “Hayat Tahrir al-Sham” (radical Salafi group), Husitov, ISIS-Great Sahara, ISIS-Western Africa, IS Jamaat Nusrat al-Islam Val-Muslimin (the branch of al-Qaeda in Mali), Taliban.

At the same time, Russia is directly included in the list of countries that cause special concern, for participation or assumption of particularly serious violations of freedom of religion. Also, Burma, the People’s Republic of China, Cuba, Eritrea, Iran, Nicaragua, DPRK, Pakistan, Saudi Arabia, Tajikistan and Turkmenistan were on this list.

Earlier it was reported that the US Congress was proposed to recognize Wagner's PMC with a terrorist organization. Senators from both American political parties introduced a corresponding bill. The authors of the bill were the Republican Roger Wide and Democrat Ben Cardin. According to Senator Cardin, Wagner's PMC is “reliably connected” with “countless atrocities” in Ukraine, Syria and the African continent. Senator Walker also recalls that Wagner's PMC is involved in the murder of three Russian journalists who went to the Central Academy of Sciences to investigate the activities of mercenaries in gold mining in the republic.

“Wagner’s group also killed journalists and threatened them, abducted children, applied nerve substances against civilians, committed torture acts and participated in the rape and trade of women and children for sexual exploitation.”

At the end of November, the European Parliament recognized Russia as "the sponsor of terrorism and the state using terrorism." In October, the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution according to which the ruling regime in Russia is recognized as terrorist, and the presence of Russia in the UN Security Council is called into question. The specialist in international criminal law Gleb Bogush told The Insider that this does not entail legal consequences for Russia.
